The European Union's (EU) foreign affairs agency has proposed increasing military aid to Ukraine to 40 billion euros ($43 billion) in 2025 to meet Kiev's needs amid the ongoing conflict with Russia.

EU countries participating in the aid plan should contribute according to their share of their economies , according to a discussion paper by the EU External Action Service (EEAS). This is an updated version of an earlier proposal that outlined Ukraine's demands but did not give a specific figure for the amount of aid.
According to the document, the EU provided around €20 billion in military aid to Ukraine last year and encourages member states to maintain at least the same level of support this year, with total aid potentially rising to €40 billion depending on Ukraine's needs.
One of the notable points in the proposal is the plan to provide 2 million large-caliber artillery shells to Ukraine in 2025, with the budget possibly being partly allocated from profits arising from frozen Russian assets and using this money to support Ukraine.
The proposal will be discussed by EU leaders at a summit next week.
Despite the general consensus among EU countries to continue supporting Kiev, some countries are still opposed to setting a fixed funding target.
In a statement on March 13, Hungarian Prime Minister Viktor Orban expressed his readiness to join the EU's common defense policy and contribute financially to collective defense efforts, but firmly opposed joint borrowing to finance defense.
Prime Minister Orban has repeatedly refused to send weapons to Ukraine since the conflict in the Eastern European country broke out in 2022. The Hungarian leader said that instead of prolonging the conflict, Europe should support peace negotiations proposed by US President Donald Trump.
European leaders recently agreed on a plan to increase defense spending to avoid dependence on the United States.
Earlier this week, EU finance ministers discussed the issue of defence budgets, with options including joint borrowing, using existing EU funds and expanding the role of the European Investment Bank.
Important decisions are expected to be made next June.
