The working offices of the new administrative units have been reviewed and rearranged to suit the scale of the organization. The fields of economic management, culture - society, land, resources, environment, national defense - security have basically remained stable.
The work of receiving and handling administrative procedures was carried out promptly, new wards and communes continued to implement socio-economic development plans according to the orientation of the old localities; budget collection targets and public investment disbursement targets were reviewed and adjusted accordingly.
However, in the early stages of implementing the local government model, it is inevitable that there will be difficulties and obstacles when applying new regulations and new models, such as: Some localities recorded that in the first 10 days, the transmission line was not stable, the electronic document software system was not fully updated; after the merger of 3 provinces and cities, the area was large, the travel distance was long, and some offices did not have adequate facilities.
However, with a high sense of responsibility, the entire political system of Ho Chi Minh City is determined to be unanimous and unified in applying the direction of the Politburo, the Secretariat and the leadership of the Standing Committee of the City Party Committee and the Standing Committee of the City People's Committee to promptly resolve the problem and adapt to reality.
Ho Chi Minh City leaders have acknowledged the results and lessons learned during the trial operation of the two-level local government from June 12 to 30, combining the operation of shared information technology systems, the administrative document system, the administrative procedure settlement system, the feedback and recommendation receiving system 1022 to adjust, direct, and lead the People's Committees of 168 wards, communes, and special zones to proactively adjust and adapt to the new situation, ensuring that the two-level local government operations are continuous and convenient for people and businesses.
The city's political system has been highly focused and urgently implementing key tasks with the greatest political determination, ensuring progress and requirements of the Central Government; during the implementation process, it always adheres to the Party's principles, legal regulations and the city's specific practices.
The city has issued plans to organize training conferences to implement local government at the commune level; plans to launch the peak emulation campaign "100 days of streamlined - strong - effective, efficient and effective activities", welcoming Party Congresses at all levels, towards the 1st Ho Chi Minh City Party Congress (term 2025 - 2030) and the 14th National Congress of the Party.
