On May 18, Kim Son District Police was recognized by the Ministry of Public Security as one of the first 10 district-level police units nationwide to complete the issuance of chip-embedded citizen identification cards (CCCD) to eligible citizens. This is also the leading district police unit in the province to complete the issuance of CCCD to 100% of eligible citizens in the area. This result is the result of the efforts of the district police officers and soldiers with drastic, synchronous and specific solutions.
Kim Son is one of the most populous areas in the province with 144,809 citizens of CCCD age. In recent times, Kim Son District Police have launched many campaigns and emulation movements to issue CCCD to people according to the motto "Going to every alley, knocking on every door, checking every person, checking every data field", so they have achieved encouraging results. During the implementation process, the District Police encountered some difficulties. Among the citizens eligible for CCCD, there were 1,982 cases that were subject to cancellation or re-establishment of personal identification numbers; 898 cases of mental illness or disability that prevented them from traveling; nearly 25,000 citizens working far away and not present in the locality; many cases had great difficulty completing CCCD issuance procedures...
According to Major Do Trong Minh, Deputy Head of Kim Son District Police: To complete the plan assigned by the Provincial Police Director to issue CCCD to 100% of eligible citizens before May 31, 2023, the District Police have implemented 4 key groups of solutions. First, promoting the role of a standing agency in implementing Project 06/CP of the Government , the District Police have proactively advised the District People's Committee to issue a plan to launch many peak periods of CCCD issuance; mobilize the drastic participation of Party committees, authorities and departments, branches and organizations from the district to the grassroots level, thereby providing maximum support to the Police force in performing the task of issuing CCCD.
With the characteristics of an area with a large number of Catholics, the District Police have actively coordinated with religious establishments to proactively work with parishes and churches to promote the role of religious dignitaries and officials in propagating and mobilizing parishioners to make CCCD. In addition, the District Police have effectively applied information technology in implementing Project 06 in general and issuing CCCD in particular by establishing a "Zalo Project 06" group in each village, hamlet, and street (the group leader is a police officer, the deputy group leader is the head of the residential group, the village head, the hamlet head), thereby reviewing, propagating, and mobilizing citizens to make CCCD more quickly and effectively. Proactively research, compile documents, brief instruction manuals, clearly stating the tasks to be done, the implementing unit and the completion time for deployment throughout the District Police force.
In particular, to speed up the progress of issuing CCCD cards, the District Police have launched a peak period of issuing CCCD cards from April 1 to May 31, 2023; periodically hold weekly meetings with the police of communes and towns to review and evaluate progress, resolve difficulties and problems, collect statistics, and notify data to the Commune and Town Police. In addition, the Chief of Police of communes and towns is required to sign a commitment with the Chief of District Police on completing the issuance of CCCD cards and organizing 100% of the staff to be on duty for 20 days to focus on performing the task of issuing CCCD cards.
With high political determination, in recent days, the police from the district to the grassroots have gone to each household to check and classify each subject who has not yet made a CCCD to make a list, collect specific information such as: where the citizen goes, what he does, where he lives, phone number... From there, arrange officers and soldiers to go to households, send forces to join the working group of the Provincial Police to a number of provinces and cities to carry out procedures to issue CCCD to people.
As the first commune-level unit to complete the issuance of CCCD in Kim Son district, comrade Tran Van Tuan, Head of Xuan Chinh Commune Police, said: The unit has been proactive in advising the Party Committee and the commune government to mobilize the active participation of departments, branches, and organizations, especially grassroots cadres such as Party cell secretaries; Village and hamlet chiefs and prestigious people in the clan, religious dignitaries and officials to carry out the task of issuing chip-embedded CCCDs.
By April 10, Xuan Chinh Commune Police had completed issuing chip-embedded CCCD cards to 100% of eligible citizens with 4,465 cases (both permanent and temporary residents), including 3,453 Catholic citizens and 12 disabled people who cannot move. The efforts and creativity in performing the tasks of Kim Son District Police have created favorable conditions for citizens to make CCCD cards quickly and promptly, thereby creating a good impression in the hearts of the people.
Mr. Vu Van Cam (Hamlet 5, Thuong Kiem Commune) said: My family has a younger brother who is mentally ill and cannot go to the CCCD issuance point to get a card. Officers and soldiers of Kim Son District Police came to my house to complete the procedures to issue a CCCD card for my brother. My family is very touched and grateful to the officers and soldiers of the District Police for always being dedicated to serving the people.
In addition to the above solutions, Kim Son District Police also promptly reviewed, counted, and detected problems and errors in the process of issuing CCCDs to overcome and handle such as canceling identification numbers, deleting duplicate information, restoring data to proactively report to the Provincial Police leaders for approval and signing of documents to the Department of Administrative Police for Social Order (Ministry of Public Security) and related units for timely resolution. With drastic solutions, Kim Son District Police completed issuing CCCD cards to 100% of eligible citizens before the time set by the Provincial Police Director.
However, because population data is original data and often fluctuates, in the coming time, the District Police will continue to review and thoroughly urge the number of citizens aged 14 years and older to apply for chip-embedded ID cards; at the same time, develop specific programs and plans to carry out the task of issuing and activating electronic identification accounts to ensure the progress set out under the direction of the Provincial Police Director, actively contributing to the implementation of tasks in Project No. 06/CP.
