At a press conference on the afternoon of May 9, EVN announced that the average retail electricity price would increase from VND2,103.11 to VND2,204.07 per kWh (excluding VAT), equivalent to an increase of 4.8%. This increase is similar to that in October 2024.
Electricity prices are considered for change every three months, when input costs increase by 2% or more, according to Decree 72 of the Government . That is, there will be 4 price changes each year. The most recent electricity price adjustment was on October 11, 2024, and has been maintained since then. Thus, after 8 months, the price has been changed and this is the first increase this year.

According to the assessment data of the General Statistics Office, this electricity price adjustment is expected to increase the 2025 CPI by about 0.09%.
Mr. Vo Quang Lam, Deputy General Director of EVN, said that this increase was carefully considered based on fluctuations in input costs (coal and gas prices for electricity production) and the electricity costs that people and businesses have to pay. According to EVN's calculations, each household will have to pay an additional VND4,350-62,150 per month.
Poor households are still supported with cash equivalent to 30 kWh, equivalent to VND59,520 per month. Policy households are also supported with equivalent amounts, on the condition that they use less than 50 kWh, equivalent to nearly VND56,800 per month (excluding VAT). This policy aims to reduce the burden of electricity costs for poor households and policy households, helping to ensure social security.
The decision to increase prices this time was made in the context of EVN still accumulating losses from electricity production and trading. Last year, the group was financially balanced and profitable from this business segment. However, in the two years before that, they lost a total of more than VND70,000 billion from selling electricity. This loss does not include VND18,032 billion in exchange rate differences from the electricity purchase and sale contract suspended for 5 years (2019-2023).
According to the inspection results announced by the Ministry of Industry and Trade at the end of 2024, EVN's total production cost in 2023 was more than VND 528,600 billion. This level is equivalent to a production price of VND 2,088.9 per kWh, an increase of 2.79% compared to 2022.
This year, electricity demand is expected to increase by about 12.2%, equivalent to a total electricity output of the entire system of 33.6 billion kWh compared to 2024. According to Mr. Lam, the increased electricity output mainly comes from high-cost sources. Specifically, low-cost hydropower does not have much room left, only supplying about 25% of demand. The remaining 75% of output comes from high-cost electricity sources such as coal, gas, oil, renewable energy, etc.
In addition, foreign exchange rates have been unpredictable and have increased recently. This has affected the cost of power generation, which accounts for about 83% of the cost of electricity production, according to the Deputy General Director of EVN.
