Gia Lai rectifies teachers' ethics, strengthens protection of children's rights and prevents child abuse

According to Official Dispatch No. 1355/UBND-KGVX of the Provincial People's Committee dated May 19, on rectifying teachers' ethics, strengthening child protection and preventing school abuse, recently, a number of incidents related to the ethics and lifestyle of teachers inthe education sector in Phu Thien district have been reported by the press, causing public outrage and affecting the image and reputation of the education sector.

Specifically, the case of the Principal of Phu Thien District Ethnic Boarding Secondary School posting offensive images on the school's Zalo group and the case of the Team Leader teacher being accused of sexually abusing many female students at Nguyen Tri Phuong Primary School, Ayun Ha Commune, Phu Thien District.

Faced with the above situation, the Provincial People's Committee requested the Department of Education and Training, People's Committees of districts, towns and cities to urgently implement measures to rectify, strengthen management and protect a safe and healthy educational environment for students.

The Provincial People's Committee requests the Phu Thien District People's Committee to urgently inspect, verify, clarify and fully and specifically report the results of handling the two above-mentioned cases before May 22, 2025. At the same time, review and rectify the management of administrative officials, teachers and school staff in the area, not allowing similar incidents to occur, paying special attention to ethics, lifestyle, teacher standards and the use of media. Along with that, strengthen the inspection, examination and supervision of the implementation of regulations on teacher ethics and child protection at educational institutions in the area. Take the lead and coordinate with relevant authorities to strictly and promptly handle violations under their management authority and widely publicize the results of handling according to regulations.

The Provincial People's Committee requested the Department of Education and Training to direct and guide the Departments of Education and Training and educational institutions across the province to strengthen political , ideological, ethical and lifestyle education for cadres, teachers and staff; thoroughly grasp the regulations on teachers' ethics, exemplary responsibility and codes of conduct in the educational environment and on cyberspace; strengthen the management and supervision of the use of media by managers, teachers and staff, ensuring compliance with legal regulations and ethical standards; promote the prevention of school abuse, build a safe and friendly educational environment, ensure the rights and legitimate interests of students; strengthen propaganda and education measures on prevention of abuse and self-protection skills for students; Review and complete procedures and regulations on child protection in educational institutions, ensure mechanisms for timely receiving and handling information and cases related to child abuse; promote the prevention of school abuse, especially for primary and secondary school students.

The Provincial People's Committee requested the Provincial Police to direct professional units to promptly investigate and strictly handle, with the right person, right crime, and right law, violations with signs of crime in the education sector to deter and prevent similar cases from happening; strengthen coordination with the education sector in preventing, detecting and handling acts of abuse against students; propagate and disseminate laws on child protection and prevention of crimes against children.

The Provincial People's Committee also requested the Ho Chi Minh Communist Youth Union and the Provincial Women's Union to closely coordinate with the Education sector to widely implement practical programs and activities to raise awareness, equip children with knowledge and skills on self-protection and prevention of abuse. At the same time, strengthen propaganda and mobilization among union members, association members and the community about the responsibility to protect children, condemn acts of child abuse. Build and replicate effective models in the work of protecting children's rights and preventing child abuse.

Previously, on April 21, the People's Committee of Gia Lai province also issued Official Dispatch No. 1019/UBND-KGVX on strengthening child protection and prevention of child abuse.

Accordingly, in order to ensure children's rights, strengthen the prevention of child abuse and minimize harm to children in the province, the Provincial People's Committee requests the Department of Health to preside over and coordinate with relevant departments, branches and sectors and the District People's Committees to strengthen the prevention of child abuse.

At the same time, improve the capacity of child protection and child abuse prevention for staff working in child affairs at all levels; strengthen monitoring and guidance for localities on the management of activities of facilities that carry out child care and nurturing activities (especially religious and belief facilities)...

In the first 2 weeks of May 2025, in Gia Lai province, 2 incidents occurred that caused public outrage:

- On May 8, the Investigation Police Agency (Phu Thien District Police) prosecuted Mr. Loc Quang Ly (teacher in charge of the Nguyen Tri Phuong Primary School Team) to investigate and clarify the act of molesting many female students in grade 4.

- On May 13, the Principal of Phu Thien District Boarding Ethnic Secondary School mistakenly posted sensitive images to the school's Zalo group, causing confusion among teachers and parents.
