There are still many unresolved issues.
Gia Lai is assessed by the Ministry of Industry and Trade as a province with a lot of potential and advantages to develop renewable energy sources such as wind power, rooftop solar power, hydropower, biomass power...
On July 30, information from the Department of Industry and Trade of Gia Lai province said that the relevant agencies are updating the content of the Power Plan VIII (National Power Development Plan for the period 2021-2030, vision 2050). This is to ensure consistency and consistency with the planning of Gia Lai province.
Accordingly, the Department of Industry and Trade of Gia Lai province proposed that competent authorities study compensation for people when land is recovered; and provide support when reducing the ability to use land inside and outside the safety corridor of power projects.
Also related to renewable energy projects, in mid-July 2024, many people in Ia Le commune, Chu Puh district said that the investor had not adequately compensated for damage to their production land.
Therefore, the people blocked the road of the tractor-trailer carrying the wind turbine blades, preventing them from being transported and constructed. In reality, the people have been complaining and suing for a long time.
However, the authorities have not yet had detailed and specific regulations to apply compensation and support to affected people.
Regarding this issue, the investor of the wind power project proposed to lease production land from the people for 50 years, and still allow the people to produce during this time, but was not approved.
Regarding rooftop solar power, currently, power projects still have legal problems related to land, construction investment, fire prevention and fighting...
Need specific, transparent policies
According to the Department of Industry and Trade of Gia Lai province, some legal documents are not very stable and need to be amended and supplemented many times. The guiding documents under the law do not specifically stipulate the mechanism for inspection and supervision of the implementation of planning and investment in power projects.
In 2020 and 2021, in the context of being heavily affected by the COVID-19 pandemic, Gia Lai had 563.4 MW of wind power put into commercial operation, ranking first among the provinces with wind power projects.
Investment projects contribute to increasing budget revenue, restructuring and socio-economic development. Currently, Gia Lai has 26 wind and solar power projects approved by competent authorities, with a total capacity of 1,872.4 MW.
"With the Power Plan VIII, the unit will strive to overcome previous limitations and shortcomings. Thereby, effectively implementing the renewable energy investment policy, associated with ecological environment protection, national defense and security, and effective land use..." - Director of the Department of Industry and Trade of Gia Lai province, Pham Van Binh, informed.
