Strengthening management measures for the AI industry is an issue that China is starting to focus on.

Compared with other countries, China has a solid industrial foundation and is actively incorporating artificial intelligence (AI) technology into various industries.

This integration creates significant demand for artificial intelligence (AI) and provides room for innovation and growth.

In order to strictly manage the rapidly growing AI industry, China has adopted 'interim measures to manage artificial intelligence services'.

These measures aim to promote the development of generative AI applications with positive intentions, while prioritizing both development and security. The Chinese government takes a comprehensive, cautious approach to overseeing generative AI services.

Harmonious development is vital for the AI market, so Chinese experts are proposing using regulatory technology (RegTech) to achieve this.

The advent of ChatGPT has created significant changes in the relationship between humans and machines, technology and industry, posing challenges to the traditional social order.

Europe has taken the lead in regulating AI by issuing an 'ethical code and white paper on artificial intelligence'.

China is learning from Europe's experience by establishing a flexible management system based on different application options, which clarifies the role of the government in coordinating among relevant parties.

In terms of risk management, scenarios are clearly studied and defined. Supervision can be adjusted based on specific situations, allowing authorities to introduce different management measures based on risk assessments, technical roadmaps, application modes and different responsible units.

A decentralized governance model is adopted, creating room for trial and error in low-risk areas.

Viable technology models, selected based on suitability and regulatory compliance, are the driving force behind China's AI market.

The AI boom also poses risks that China has identified as requiring measures to address. These include establishing high-quality databases, ensuring data compliance, clarifying copyright allocation for AI-generated results, and addressing issues of discrimination, bias, and the spread of misinformation.

In particular, the issue of training AIs on ethical and moral principles to force them to regulate accuracy while maintaining fairness and efficiency is an area of research being promoted by regulators.

To support the development of the AI industry, China aims to build a computing power ecosystem, aiming to increase total computing capacity by more than 50% compared to the current level by 2025.

Beijing is focusing on improvements in supercomputing and AI capabilities, especially the development of quantum computers. This is directly related to promoting the construction of AI infrastructure, public training data resource platforms, sharing computing power resources, and expanding high-quality public training data resources.

In addition, China also implements policies to encourage the use of safe and reliable chips, software, tools, computing power, and data resources.

Recent efforts to regulate the AI industry and develop a robust computing power ecosystem will be an important foundation, contributing to enhancing China's position as a leading country in AI innovation and application.
