Instructions for linking ePass with Viettel Money to have a valid traffic account according to Decree 119/2024/ND-CP before October 1, 2025.

From October 1, 2025, according to the provisions of Decree 119/2024/ND-CP of the Government , all vehicles passing through non-stop toll stations nationwide are required to use a traffic account - a type of identification account linked to a non-cash payment method. This is an important step in the roadmap to modernize toll collection activities and promote digital transformation in the transport sector.

In fact, the implementation process has revealed some problems from the users. Besides the fear of using technology, some misunderstandings about how to link accounts, transaction security and payment methods also make people hesitate during the implementation process.

To help answer common questions from people, and at the same time provide more useful information about the journey of converting to a traffic account, Viettel Money digital financial application - the units that are directly supporting people nationwide in the conversion process.

Up to now, only three payment methods have met this requirement: Viettel Money, International Credit Card (Visa/MasterCard/JCB/Amex) and VETC wallet. ePass chose to connect with two standard methods (Viettel Money and International Credit Card) to ensure the system operates stably, safely and according to standards.

According to Basic Standard TCCS 44:2022/TCDBVN and Decision 2255/QD-BGTVT, each non-stop electronic toll collection (ETC) transaction must be processed in less than 200 milliseconds to ensure traffic safety and avoid congestion when vehicles pass through the station.

However, in reality, the current connection speed to bank accounts still does not meet this requirement. Ms. Nguyen Thuy Anh, Deputy Head of the Payment Department, State Bank of Vietnam said: The required time for vehicle transactions through the station is 0.2 seconds with an efficiency of 99%. Meanwhile, the connection speed to bank accounts is slower, only reaching about 50%, which is not up to the requirement (according to An Ninh Thu Do Newspaper, 2025).

Therefore, in the current phase, the toll collection system still needs to adopt standard payment methods such as Viettel Money, International Credit Cards, etc., to ensure transaction processing efficiency under 200 milliseconds. These are methods that have been directly integrated by suppliers with traffic accounts, helping vehicles pass through the station quickly, safely and without interruption.

An important note: Although users can link their bank account to their payment method, this does not mean that the system will automatically deduct money from their bank account each time the vehicle moves. Currently, both Viettel Money and VETC e-wallet require users to actively deposit money from the bank into the linked payment account to ensure there is enough balance when the transaction occurs.

When paying non-stop tolls with Viettel Money, ePass customers are using a payment method with a security level equivalent to the banking system. User data is strictly managed, in full compliance with the Law on Cyber ​​Security and Decision 1813/QD-TTg of 2021 of the Prime Minister.

Viettel Money's operating system meets top security standards, with eKYC electronic identification technology using facial recognition that meets the international ISO 30107-3 level 2 certification. This system can detect complex forms of biometric fraud such as silicon masks or deepfake videos, with test results of more than 3,000 times showing an error rate of 0.

Users can proactively check transaction history, control balance, and choose appropriate payment authentication methods on Viettel Money, thereby minimizing the risk of unwanted money deductions.

In addition, according to the direction of the Vietnam Road Administration, people can "buy now, pay later" when traveling at toll stations to help people more conveniently travel. Viettel Money has provided the Postpaid Wallet feature early for ePass customers, helping users not to worry about whether their account has enough money to go through the toll station, or to deal with problems when they "accidentally" forget to deposit money into the payment method.

Similar to international credit cards, the payment of fees is guaranteed to be secure according to the management regulations of state agencies and banks as well as the proper verification of transactions. There cannot be automatic deductions when there is no transaction in the vehicle/account. All user transactions can be managed directly on the ePass application or periodic credit card statements.

When linking their transport accounts with Viettel Money, ePass users will not incur any costs, from connection operations, maintaining the link to payment transactions through the station. With international credit cards, customers need to note the transaction fee of about 2% of the value - this is the fee determined and collected directly by the card issuer.

ePass is still actively expanding cooperation with other payment intermediary organizations to diversify choices for users, while ensuring transparency in fee policies and improving service experience.

ePass has proactively strengthened the deployment of a multi-layered user support network during the transition to a traffic account. Currently, ePass's conversion support system covers more than 1,400 service points including toll stations, Viettel Stores and Viettel supermarkets nationwide.
