Resolving land acquisition issues for key projects.

Chairman of the Provincial People's Committee Le Thanh Do concluded the working session with relevant departments, units, and localities regarding the projects.

The Chairman of the Provincial People's Committee conducted on-site inspections of packages 2, 4, 5, 6, and 8 of the Main Road Project; the Investment Project for the Construction of Resettlement Areas and Sites Serving the Provincial Political and Administrative Center Project; the transportation infrastructure of the provincial political and administrative center; and urban beautification projects in Dien Bien Phu City. Following the inspection, Mr. Le Thanh Do assessed that the progress of the projects showed many positive changes in both land clearance and construction progress after the meeting on September 13th. Many contractors have concentrated machinery, personnel, and equipment, organizing three shifts of work to meet the progress requirements. To date, over 80% of the land to be acquired for these projects has been cleared.

For parts of packages 5, 6, 9, 10 and package 8, land clearance is still facing obstacles and construction is progressing slowly, failing to meet the set schedule. To date, the People's Committee of Dien Bien District has issued decisions on land acquisition and approved 90 compensation and resettlement support plans with a total acquired area of ​​358,497 m2/396,002 m2 (reaching 90.53%).

Chairman of the Provincial People's Committee Le Thanh Do directed: For packages No. 3, 5, 6, 8, and 10 (Movement Road Project), focus on resolving land clearance issues for some households along the route and complete land clearance before October 30th so that contractors can complete the remaining work before November 30th. For package No. 9, review the locations of traffic cones that pose a risk to traffic safety, such as on curves and in front of people's houses, and focus on completing the remaining work related to road surfacing.

Regarding the resettlement site for the Provincial Political-Administrative Center project, land clearance is now basically complete, with only two households remaining who have not complied with the compensation plan. Chairman Le Thanh Do requested the Dien Bien Phu City People's Committee to actively promote and persuade the households; in case they do not comply, coercive measures should be taken to hand over the land for the project. Concerning the project's waste disposal site, the Provincial People's Committee agreed in principle to relocate the site to another area within Dien Bien district and requested the Dien Bien District People's Committee to coordinate with relevant units to prepare the necessary land conditions.

The People's Committee of Dien Bien Phu City needs to definitively resolve land clearance issues and complete them before October 30th to ensure the construction progress of the road project from the hospital intersection to the Ta Leng intersection (section N2 to N20). The Provincial Traffic Works Management Board should complete the restoration of the canal section of the Nam Rom Irrigation system to ensure the overall progress of the city's drainage canal and to meet the water supply requirements for agricultural production in this area.

During a site inspection of urban renovation projects invested by the People's Committee of Dien Bien Phu City, Chairman of the Provincial People's Committee Le Thanh Do noted that the progress was not meeting requirements. The Chairman of the Provincial People's Committee requested the city to focus on directing contractors to ensure completion by November 30th. During construction, it is necessary to ensure proper traffic warnings, guidance, and safety.

Regarding the project for a combined office building and radio and television program production center for the province, the investor continues to urge the contractor to complete the construction to ensure the disbursement of central government budget funds allocated to this project in 2024.

The Chairman of the Provincial People's Committee requested that construction contractors concentrate their human and material resources and work in three shifts to ensure progress. The investor should strengthen supervision to ensure the quality of construction; for contractors who are unable to meet the construction schedule, the investor should take appropriate action according to regulations.
