Resolving land acquisition for key projects

Chairman of the Provincial People's Committee Le Thanh Do concluded the working session with relevant sectors, units and localities of the projects.

The Chairman of the Provincial People's Committee inspected the bidding packages No. 2, 4, 5, 6, 8 of the Dynamic Road Project; Investment Project for construction of resettlement areas and points serving the Provincial Political and Administrative Center Project; traffic infrastructure of the Provincial Administrative and Political Center; urban embellishment projects in Dien Bien Phu City. Through the inspection, comrade Le Thanh Do assessed the progress of the works and projects with many positive changes in both site clearance and construction progress after the meeting on September 13. Many contractors have focused on machinery, human resources, equipment, and organized 3-shift construction to meet the progress requirements. Up to now, site clearance has been completed for over 80% of the area to be recovered for the projects.

Part of packages 5, 6, 9, 10 and package 8, site clearance work still has problems and construction organization is slow, not ensuring the set progress. Up to now, Dien Bien District People's Committee has issued a decision to recover land and approved 90 compensation and resettlement support plans with a total recovered area of ​​358,497m2/396,002m2 (reaching 90.53%).

Chairman of the Provincial People's Committee Le Thanh Do directed: Packages No. 3, 5, 6, 8, 10 (Dynamic Road Project) need to focus on resolving problems with site clearance at some households on the route and must complete site clearance before October 30 so that the contractor can construct the remaining volume, completing it before November 30. With package No. 9, it is necessary to review the locations of marker posts that pose a risk of causing traffic safety such as on curved roads, in front of people's houses... and focus on continuing to complete the volume related to road surfacing.

Regarding the resettlement site serving the Provincial Political - Administrative Center project, the site clearance work has been basically completed, with only 2 households not yet complying with the compensation plan. Chairman Le Thanh Do requested the People's Committee of Dien Bien Phu City to actively propagate and mobilize; in case households do not comply, organize enforcement to hand over the site for project implementation. Regarding the project's dumping site, the Provincial People's Committee agreed in principle to adjust the dumping site to another area in Dien Bien district and requested the People's Committee of Dien Bien district to coordinate with units to prepare site conditions.

Dien Bien Phu City People's Committee needs to resolve the site clearance work and complete it before October 30 to ensure the construction progress of the project from the hospital intersection to Ta Leng intersection (section N2 to N20). The Provincial Traffic Works Management Board must complete the construction of the Nam Rom Irrigation Canal to ensure the overall progress of the city's drainage canal and ensure the water supply requirements for agricultural production in this area.

During a field inspection of urban beautification projects invested by the People's Committee of Dien Bien Phu City, Chairman of the Provincial People's Committee Le Thanh Do found that the progress had not met the requirements. The Chairman of the Provincial People's Committee requested the city to focus on directing contractors to implement the construction to ensure completion by November 30. During the construction process, it is necessary to ensure the requirements for warning, guidance, traffic guidance, and traffic safety.

For the project of the office building combined with the provincial radio and television program production center, the investor continues to urge the contractor to complete the construction to ensure the disbursement of the central budget capital allocated for this project in 2024.

The Chairman of the Provincial People's Committee requested contractors to focus on human and material resources, and work in 3 shifts to ensure progress. Investors should strengthen supervision to ensure construction quality; for contractors who are not capable of meeting construction progress, investors need to take steps to handle them according to regulations.
