Positive change

After 10 years of implementing Directive No. 35 dated May 26, 2014 of the Politburo , the Standing Committee of the Provincial Party Committee assessed that it has created positive changes in the work of receiving citizens and resolving complaints and denunciations in the province.

Party committees at all levels have disseminated, disseminated, and propagated; paid attention to inspection, supervision, and examination to gradually overcome limitations, correct, and handle violations and wrongdoings; effectively implemented coordination between relevant functional agencies; and promoted the responsibility of leaders.

Most of the complaints, denunciations, reflections and recommendations are directed to be handled and resolved promptly; attention is paid to summarizing and concluding the Party's documents and regulations and the State's laws on the field of citizen reception and complaint and denunciation settlement. Promoting the responsibility of the media in promptly informing and reflecting on issues of concern to the people, on the situation of complaint and denunciation settlement, contributing to protecting the legitimate and legal rights and interests of the people, orienting public opinion...

According to the report of the Provincial Party Standing Committee, the heads of Party committees at all levels periodically received 21,152 calls/13,090 people; unexpectedly received 507 calls/586 people with more than 167 cases; of which, there were 65 large groups. Issued 4,484 documents guiding, explaining, responding to citizens and directing handling and resolving according to regulations.

Leaders of the People's Committee and state management agencies at all levels of the province periodically received 13,321 calls/28,545 citizens; unexpectedly received 4 calls/639 people; regularly received 86,156 calls/96,285 people. Administrative agencies issued 3,531 documents concluding, directing solutions, and assigning tasks to competent agencies to advise on solutions.

Notably, the Provincial Party Committee's Internal Affairs Committee advised the Provincial Party Committee Secretary to periodically receive citizens 60 times and unexpectedly receive 1 time/293 people/97 cases; of which, there were 15 large groups; received 2,477 petitions of all kinds (within the authority to resolve 1 petition; outside the authority to resolve 2,476 petitions).

As a result, 1 petition within the authority has been processed and resolved; 2,476 petitions outside the authority have been transferred to the competent authority to resolve 1,025 petitions, 316 petitions have been responded to and answered to citizens, 1,135 petitions have been filed according to regulations...

Proactively resolve early, from the grassroots level

Representatives of relevant agencies discussed and analyzed to clarify the achieved results, limitations, difficulties and proposed solutions to contribute to better implementation of Directive 35 dated May 26, 2014 in the coming time.

Concluding the conference, Provincial Party Secretary Luong Nguyen Minh Triet requested Party committees and authorities at all levels to continue to propagate, thoroughly grasp and widely disseminate Directive 35, Regulation 11 of the Politburo; Directive 34 of the Provincial Party Standing Committee and related documents so that cadres and civil servants, especially leaders, can raise awareness and responsibility in the work of receiving citizens and handling complaints and denunciations.

“Heads of Party committees and authorities must strictly implement regulations on receiving citizens. The Chairman of the District People's Committee must receive citizens periodically. In case of force majeure and absence, he must assign the task to his deputy, but this information must be made public before receiving citizens. And he must not authorize someone who is not responsible to receive citizens,” the Provincial Party Secretary emphasized.

In the coming time, Provincial Party Secretary Luong Nguyen Minh Triet requested that specialized agencies regularly review the difficulties and inadequacies in policies and laws related to citizen reception, complaint and denunciation settlement to continue to remove and adjust. Review and complete the regulations on citizen reception to ensure no overlap; focus on preparing to deploy the online citizen reception model.

The heads of Party committees and authorities should proactively grasp the situation, organize meetings and dialogues with the people, and thoroughly resolve newly arising complaints and denunciations under their authority, limit mass complaints and denunciations that go beyond their authority, with the spirit of resolving small things, early on, from the grassroots level, and not allowing hot spots to arise.
