Receiving voters' opinions and recommendations sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations of voters in the field of culture and society .

Voters of Nong Cong district requested the province to speed up the bidding procedures for teaching equipment to promptly supplement the missing equipment for grades 3, 4, 7, 8, 10, and 11 at educational institutions in the province. According to the answer: Currently, the 2023 Bidding Law takes effect from January 1, 2024, replacing the 2013 Bidding Law. On February 27, 2024, the Government issued Decree No. 24/2024/ND-CP detailing a number of articles and measures to implement the Bidding Law on contractor selection. Therefore, in order to soon have teaching equipment, the Provincial People's Committee will direct the Department of Education and Training, based on the assigned functions, tasks and current legal provisions, to promptly deploy and submit to competent authorities for approval the next steps to organize bidding for the supply of teaching equipment in accordance with the provisions of law.
Voters of Thieu Hoa and Vinh Loc districts and Thanh Hoa city proposed that the province build and upgrade schools and classrooms: Voters of Thanh Hoa city proposed to upgrade school facilities and classrooms of Nguyen Trai and To Hien Thanh high schools; voters of Thieu Hoa and Vinh Loc districts proposed to consider investment plans and support the construction of new Vinh Yen Primary and Secondary School (Vinh Loc); Thieu Ly Primary and Secondary School, Thieu Van Secondary School (Thieu Hoa).
According to the answer: The voters' proposal to upgrade school facilities and classrooms of Nguyen Trai and To Hien Thanh High Schools; invest in and support the construction of new Vinh Yen Primary and Secondary School (Vinh Loc); Thieu Ly Primary and Secondary School, Thieu Van Secondary School (Thieu Hoa) mentioned above is appropriate and necessary, meeting the teaching and learning requirements of the locality. However, according to the provisions of Resolution No. 176/2021/NQ-HDND dated December 10, 2021 of the Provincial People's Council on the decentralization of revenue sources, expenditure tasks; the percentage (%) of revenue sharing between local budget levels in the period 2022-2025 of Thanh Hoa province, the upgrading of school facilities and classrooms is a expenditure task of the district and commune budgets.
On the other hand, the medium-term public investment plan for the 2021-2025 period managed by the province, the 2024 public investment plan has been approved by the Provincial People's Council and the Provincial People's Committee has allocated in detail for programs and projects, so there is no more capital to arrange for the above projects. Therefore, it is recommended that the People's Committees of districts and cities review and select truly urgent projects to proactively balance the local budget or mobilize other legal capital sources for investment. Based on the results of annual budget revenue and the ability to balance with expenditure tasks, the Provincial People's Committee will consider and support investment capital when there are conditions in terms of capital. While the above schools have not been invested in construction, it is recommended that localities strengthen the maintenance and repair of school classrooms from the allocated education career capital to ensure teaching and learning in schools.
Voters of Quang Xuong and Hau Loc districts proposed that the province consider increasing human resources for grassroots health care; raising the current level of regular operating expenses for commune and town health stations to 30 (million VND/station) is too low compared to the task, so it faces many difficulties. According to the response: Regarding the proposal to increase human resources for grassroots health care: The increase of human resources for grassroots health care is currently being implemented according to Circular No. 03/2023/TTBYT dated February 17, 2023 of the Minister of Health guiding job positions, norms of the number of employees, and the structure of civil servants according to professional titles in public health service units. Accordingly, the Provincial People's Committee is directing the Thanh Hoa health sector to develop and submit to competent authorities for approval a project on job positions, the number of employees, and the structure of civil servants according to professional titles; from which to base the arrangement and use of human resources in the right position, capacity with the prescribed quantity to maximize the ability of workers. Regularly review human resource needs, recruit and supplement in a timely manner, ensure the number of medical staff meets actual needs, proactively attract, recruit, arrange, organize and use resources reasonably and effectively. In addition, the training and fostering of the grassroots medical force is increasingly concerned, contributing to improving professional qualifications to better meet the needs of medical examination and treatment of the people.
Proposal to increase the regular operating budget of commune and town health stations: Currently, the allocation norms for regular operating expenses of health stations are implemented according to Resolution No. 177/2021/NQHDND dated December 10, 2021 of the Provincial People's Council on principles, criteria and allocation norms for regular local budget expenditure estimates in 2022 and stable until 2025, Thanh Hoa province. Therefore, there is no basis to adjust the operating budget norms of health stations.
Thanh Hoa City voters proposed to increase investment funding for the conservation and promotion of historical and cultural relics in a reasonable and proportionate manner. According to the answer: In the period of 2022-2025, based on the principles, selection criteria and the level of degradation of relics in districts, towns and cities, the Provincial People's Council annually allocates from 50-70 billion VND from the source of strengthening cultural infrastructure to support funding for the conservation, restoration, embellishment and prevention of degradation of historical and cultural relics in the province according to the list approved in Plan No. 201/KH-UBND dated August 18, 2022 of the Provincial People's Committee. Therefore, it is proposed that Thanh Hoa City People's Committee, based on the list of relics approved for support, local resources and investment criteria principles, implement projects according to regulations.
Voters of Nghi Son town proposed to consider the archaeology of the national cultural relic site of the Temple of Duke Le Dinh Chau to have a plan for restoration and embellishment to manage and preserve it in accordance with its national cultural value. According to the answer: The Temple of Duke Le Dinh Chau, Ngoc Linh commune, Tinh Gia district (now Nghi Son town) was ranked as a national architectural and artistic relic by the Ministry of Culture, Sports and Tourism in Decision No. 1454/QD-BTBVH dated April 18, 2013. In the face of the degradation of the relic, based on the proposal of the People's Committee of Nghi Son town in Document No. 38/TTr-UBND dated March 21, 2019, the Provincial People's Committee issued Document No. 71/TTr-UBND dated April 25, 2019 on the submission of the appraisal project of the relic restoration/economic - technical report on the restoration of the relic: Restoration and embellishment of the Temple of Duke Le Dinh Chau.
Based on the appraisal opinion of the Ministry of Culture, Sports and Tourism in Official Dispatch No. 2210/BVHTTDL-DSVH dated June 11, 2019, the Provincial People's Committee issued Official Dispatch No. 7519/UBND-VX dated June 18, 2019, the Department of Culture, Sports and Tourism issued Official Dispatch No. 2174/SVHTTDL-DSVH dated June 28, 2019 assigning the Nghi Son Town People's Committee to receive and complete the dossier of the Technical Economic Report on the restoration and embellishment of the Le Dinh Chau Temple relic in accordance with the appraisal content of the Ministry of Culture, Sports and Tourism in Official Dispatch No. 2210/BVHTTDL-DSVH dated June 11, 2019. Currently, the Nghi Son Town People's Committee is implementing the procedures for approving the dossier of the Technical Economic Report on the restoration and embellishment of the above relic, as a basis for implementing the restoration and embellishment of the relic.
Voters of Yen Dinh district requested the province to approve the investment policy for new projects for the remaining uninvested items of the Dong Co Mountain and Temple Cultural and Historical Relic, Yen Tho commune (Yen Dinh). According to the answer: For the new project, the remaining items that have not been invested in belong to the historical and cultural relic of Dong Co Mountain and Temple, Yen Tho Commune (Yen Dinh): Based on the proposal of Yen Dinh District People's Committee, the advice of the Department of Culture - Sports and Tourism, the Department of Planning and Investment and related departments, branches and units, the Chairman of the Provincial People's Committee has directed in Official Dispatch No. 15377/UBND-THKH dated October 12, 2023, in which the People's Committee of Yen Dinh District is assigned to: Proactively review and evaluate the project to preserve and embellish the historical and cultural relic of Dong Co Mountain and Temple, Yen Tho Commune (Yen Dinh) (phase 2) approved by the Chairman of the Provincial People's Committee in Decision No. 2977/QD-UBND dated August 7, 2018; advise and report to the Chairman of the Provincial People's Committee on the implementation of the project to ensure compliance with the provisions of law on investment and construction; Based on the ability to balance the district budget, proactively prepare and adjust the investment plan to preserve and restore the historical and cultural relic of Dong Co Mountain and Temple, Yen Tho Commune (Yen Dinh), in which it is required to carefully review the investment items to avoid duplication with projects that have been approved by competent authorities for investment policy and investment decisions; report to competent authorities for consideration according to regulations. Therefore, it is recommended that the People's Committee of Yen Dinh District promptly implement the above contents and respond to voters.
Voters of Thanh Hoa City request competent authorities to allow the establishment of new residential groups in apartment buildings and new urban areas that have sufficient conditions for convenient management and operation, ensuring the legitimate rights and interests of the people. According to the response: Currently, the province's policy is to encourage the merger of villages and residential groups to establish new villages and new residential groups in order to streamline the apparatus, improve the effectiveness and efficiency of the management of commune-level authorities and improve the efficiency of investment in socio-economic infrastructure of villages and residential groups; "Do not separate villages and residential groups that are operating stably; merge villages and residential groups in accordance with the conditions and characteristics of each locality"; “In cases where land clearance planning, population dispersal planning, migration in mountainous, highland, remote, isolated areas or areas with complex terrain, large areas, and difficult transportation, the conditions for establishing new villages and residential groups may be lower than prescribed. Voters of Dong Son district continue to request the province to have a plan to resolve the legitimate rights of 91 workers of Tuynel K2 Dong Van brick factory (92 workers, 1 person died). According to the response: On January 22, 2024, the Provincial People's Committee issued Official Dispatch No. 1145/UBND-TD to the Ministry of Construction regarding the settlement of the case of workers of Tuynel Dong Van Brick Factory, Hancorp.2 Construction Joint Stock Company, Hanoi Construction Corporation; Accordingly, the Provincial People's Committee proposed: "The settlement of benefits for workers of Dong Van Tunnel Brick Enterprise is the responsibility of Hancorp.2 Construction Joint Stock Company, Hanoi Construction Corporation (not under the jurisdiction of Thanh Hoa Provincial Party Committee and Government). However, with the responsibility of state management of the locality where the Company's headquarters is located and to share the difficulties of workers, Thanh Hoa Provincial People's Committee respectfully requests the Ministry of Construction to continue to pay attention and implement the direction of Deputy Prime Minister Le Minh Khai in Official Dispatch No. 7973/VPCPV.I dated October 13, 2023 to completely resolve the case, helping Thanh Hoa province stabilize the security and order situation at the grassroots level".
In the coming time, the Provincial People's Committee will continue to direct the Department of Labor - Invalids and Social Affairs to coordinate with relevant agencies and units to advise the Provincial People's Committee, report to the Prime Minister and the Minister of Construction to promptly direct the settlement of the case of workers at Dong Van Tunnel Brick Factory, Hancorp.2 Construction Joint Stock Company, and Hanoi Construction Corporation.
Voters of Cam Thuy district proposed that the province consider providing monthly financial support to village elders and prestigious people among ethnic minorities to encourage them to be more active; currently, the State has a press and Tet gift regime, but it is not commensurate with the work effort in the community that village elders and prestigious people among ethnic minorities participate in. According to the answer: Regarding policies for prestigious people in ethnic minority and mountainous areas: In order to promptly encourage and motivate prestigious people and to be more suitable to the current situation; on November 23, 2023, the Prime Minister issued Decision No. 28/2023/QD-TTg amending and supplementing a number of articles of Decision No. 12/2018/QD-TTg on criteria for selecting and recognizing prestigious people and policies for prestigious people among ethnic minorities. Voters of Cam Thuy district are requested to study the above regulations to receive support and ensure their rights according to regulations.
Regarding the proposal for the province to consider monthly financial support for village elders and prestigious people among ethnic minorities: Currently, the Central and the province do not have specific regulations on criteria for determining village elders, so there is no basis for implementing policies for this group. In the coming time, the Provincial People's Committee will assign the Ethnic Committee to receive and advise, and report to the Provincial People's Committee to consider and resolve voters' opinions and recommendations according to regulations.
