Through the reports of the Investors on the management and operation and inspection of natural disaster prevention preparations for the Son Tra 1, 1C, DakBa, Thuong Son Tay, Son Tay hydropower projects, and the opinions of the agencies and units participating in the inspection; Director of the Department of Industry and Trade Nguyen Thanh Man acknowledged and highly appreciated the operation of the Son Tra 1, 1C, DakBa, Thuong Son Tay, Son Tay hydropower projects in the first 7 months of 2025 with the electricity output to the national grid of about 340 million kWh, contributing to the state budget of about 138.78 billion VND; Basically, the Investors have implemented relatively fully the regulations on safety management of dams and hydroelectric reservoirs: equipping warning loudspeaker systems in the dam area when operating to discharge water, installing operational surveillance cameras, backup generators to operate the sluice gates, preparing and approving disaster response plans, preparing and submitting to competent authorities for approval emergency response plans for dams and reservoirs. At the time of inspection, the works were operating in normal condition.
In order to effectively implement the work of preventing and combating natural disasters in hydropower projects, ensuring safety for the projects and downstream areas in the coming time, Director of the Department of Industry and Trade Nguyen Thanh Man requested the Investors of hydropower projects: Son Tra 1, 1C, Dak Ba, Thuong Son Tay, Son Tay to review and implement the provisions of Decree No. 62/2025/ND-CP dated March 4, 2025 of the Government detailing the implementation of the Electricity Law on the protection of power projects and safety in the electricity sector (Decree No. 62/2025/ND-CP); strictly implement the monitoring regime and provide specialized hydrometeorological monitoring information and data to competent management agencies according to regulations; maintain stable operation of the information system, warning of safe power generation operations, water discharge operations so that downstream areas can recognize signals when hydropower reservoirs are operating; Regularly check the camera surveillance system, water level monitoring equipment, and online data transmission system to relevant departments, localities, and units to monitor and supervise the operation of the project, especially during the rainy and flood season.
In particular, strictly comply with the inter-reservoir and single-reservoir hydropower operation procedures approved by competent authorities; during rain and flood events, reports and information must be sent promptly to local authorities and relevant agencies to monitor and supervise operations and coordinate responses when construction incidents occur; regularly and periodically inspect and evaluate the safety of dams and hydropower reservoirs to assess the status of dams, equipment, flood discharge and water intake works, etc. and promptly correct any defects (if any) before the rainy and flood season; at the same time, before the rainy and flood season, it is necessary to organize inspections and reviews of key locations of the construction area, especially locations around the Factory area, the Operation House area, and the Housing of operating staff to promptly have solutions to ensure the safety of employees and construction works during rainy and flood events; Regularly monitor earthquake stimulation phenomena occurring in Quang Ngai province to check and assess the level of impact on construction safety and have timely solutions (if an incident is detected) to ensure safety for construction and downstream areas.
In addition, it is necessary to review and develop coordination regulations with local authorities and the Investor to organize the implementation of plans to ensure safety for the project and downstream areas; announce the phone number of the person in charge of the Investor's Command during natural disasters and floods for monitoring and coordination; the method and form of notification through the warning system must be specifically regulated in the Coordination Regulations with the locality; For natural disaster situations, the Investor must organize response to ensure the basic principles in natural disaster prevention and control: "Proactive prevention, timely response, urgent and effective recovery" and follow the motto "four on-site": On-site command, on-site forces, on-site means, on-site logistics (must be fully prepared according to the approved plan); at the same time, organize the signing of principle contracts with local units to be ready to mobilize machinery, equipment, and human resources to urgently overcome incidents caused by floods.
At the same time, Director of the Department of Industry and Trade Nguyen Thanh Man requested that Investors support relevant localities with equipment for natural disaster prevention such as life jackets, flashlights, necessary necessities, etc. and pay attention to and coordinate better with local authorities in social security work in the locality, ... research on planting more trees suitable for the climate and soil to both prevent landslides and create landscape in the construction area; on that basis, if appropriate, coordinate with local authorities to propagate, mobilize and support people in the project area to be able to convert suitable plants to create a common landscape in the project area.
