On May 26, 2025, Mr. Nong Quoc Hung, Provincial Party Committee member, Director of the Department of Agriculture and Environment, had a working session with the Land Registration Office (LORO) to grasp the operational situation and find solutions to remove difficulties in the process of performing the unit's tasks.

At the meeting working, the representative of the leaders of the Land Registration Office reported on the implementation of the assigned tasks of the unit. Accordingly, the Land Registration Office is a public service unit, reorganized according to Project No. 377/DA-UBND dated February 17, 2025 of the People's Committee of Cao Bang province Establishing the Department of Agriculture and Environment of Cao Bang province on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Cao Bang province; The Registration Office has 03 departments: Administration and Information Archives Department, Registration and Certificate Issuance Department, Land Engineering Department and Branch Registration Offices at district-level administrative units. In 2025, the Registration Office is assigned a total of 93 staff. Currently, there are 85 people present, including 47 civil servants and 38 contract workers (03 contract workers under Decree 111 and 35 professional contracts. At the Provincial Land Registration Office, there are 27 people: 15 civil servants, 03 contract workers under Decree 111, 09 professional contract workers; Branches of the Land Registration Office in 10 districts and cities with 32 civil servants, 26 professional contract workers. The Cao Bang Provincial Land Registration Office maintains financial revenue from: State budget funds and revenue from career activities. The Land Registration Office has the function of providing public services, specifically: cadastral map measurement, preparing dossiers for granting land use right certificates, map extracts, cadastral records, etc.

Since the beginning of the year, the Registration Office has received 59 organization applications. (50 files for renewal and new issuance; 05 files for registration of changes; 03 files for registration of secured transactions; 01 file for deletion of registration of secured transactions). Files from the previous month were transferred to 18 files for renewal and new issuance. Implementation results: 75 files were submitted to the competent authority for signing (66 files for renewal and new issuance; 05 files for registration of changes; 03 files for registration of secured transactions; 01 file for deletion of registration of secured transactions).

Registration, record-making, and submission for issuance of land use right certificates of the District and City Land Registration Office: Adjusted cadastral maps for 3,855 land plots; adjusted cadastral records for 2,813 individual households. Received and processed: 9,110 records, including: New and replacement issuance records: 2,436 records: 1,989 records newly received, 447 records transferred from the previous period. 655 records were resolved on time, 1,090 records were resolved past the deadline, 157 records are being processed before the deadline, and 534 records are being processed past the deadline. Land change registration records (without issuance of land use right certificates) were 3,075 records: 2,872 records newly received, 203 records transferred from the previous period. The number of cases resolved and returned on time is 2,662 cases; the number of cases resolved and returned overdue is 194 cases; the number of cases being resolved before the due date is 133 cases; the number of cases being resolved overdue is 86 cases. Registering secured transactions: 471 cases: Newly received 469 cases, the number of cases transferred from the previous period is 02 cases. The number of cases resolved and returned on time is 452 cases; the number of cases resolved and returned overdue is 11 cases; the number of cases being processed is 04 cases, the number of cases being processed overdue is 04 cases. Deregistering mortgages: 684 cases: Newly received 678 cases, the number of cases transferred from the previous period is 06 cases. The number of cases resolved and returned on time is 628 cases; the number of cases resolved and returned overdue is 30 cases; 15 files are not due, are being processed, 11 files are being processed overdue. 315 files are being divided and merged into land plots: 274 files have just been received, 41 files were transferred from the previous period. 186 files have been resolved and returned on time; 96 files have been resolved and returned overdue; 30 files are being processed overdue; 3 files are being processed overdue. 21 plots of land have been measured, 388 plots of land have been extracted, and 1,696 files of cadastral information have been transferred.

For database operations (VILG Project): Building and operating the land database is one of the key tasks of the Office. Up to now, 6/10 districts with a total of 97 communes have operated the land database with the support of VBDLIS software from Viettel . The remaining 4/10 districts are using Vilis software to print certificates. The deployment of the land database has contributed to improving the efficiency of land management, minimizing errors and duplication of information, and creating favorable conditions for information lookup and exploitation. However, the synchronous deployment of the land database across the province still faces many difficulties, especially in terms of information technology infrastructure and human resources.

Land inventory work in 2024: Conduct investigation and survey of the database of Trung Khanh district. Currently, the collection and basic investigation work has been completed and is being synthesized and uploaded. Tkonline; Extracting and editing cadastral maps; Extracting cadastral maps; Checking and editing cadastral maps. Extracting, Measuring and editing cadastral maps of land plots to serve the issuance of certificates for households and individuals for 369 land plots. Extract cadastral maps for households and individuals for 1,205 plots of land. Check, measure and correct cadastral maps for land users to serve the issuance of certificates with a total of 31 plots of land carried out by the Center for Technical Resources and Environment.

Updating and correcting land records: Total number of Notices of updating and correcting land records sent by the Land Registration Offices of branches from January 1, 2025 to May 15, 2025 with a total of 1,217 households, 4,275 land plots according to the notice, 3,358 land plots updated in the land register.

In order to effectively carry out the assigned tasks in the short and long term, the Land Registration Office has a number of proposals and recommendations as follows: The Department of Agriculture and Environment should promptly implement and guide the recruitment of civil servants according to the decision on assigning the number of people assigned in 2025 to the Land Registration Office; have policies to encourage and attract highly qualified staff to work at the Land Registration Office; Advise the Provincial People's Committee on amending and supplementing the set of administrative procedures in Decision No. 1401/QD-UBND dated October 25, 2024 on approving the internal process for handling administrative procedures in the land sector under the jurisdiction of the Department of Natural Resources and Environment, District People's Committees, and Commune People's Committees of Cao Bang province.

For the current branch offices of the Land Registration Offices in districts and cities, separate working rooms have been arranged, however, the space and area are very narrow, and there is no warehouse to store records and documents according to regulations. It is recommended that the Department of Agriculture and Environment propose to the Provincial People's Committee, District and City People's Committees to arrange and repair the working headquarters for the branch offices of the Land Registration Offices in districts and cities to perform their tasks in the locality better and more effectively.

The Department of Agriculture and Environment should promptly propose to the Provincial People's Committee to re-measure and re-establish cadastral maps and cadastral records that are no longer consistent with the current land use status for areas where there have been major changes in land use during the process of use to facilitate more effective state management of land;

Early development of regulations on supervision, inspection, appraisal and acceptance of works and products in the field of land management so that the Land Registration Office has the basis and basis to carry out the work of inspection, supervision and acceptance of works and products in the field of land.

Early establishment of economic and technical norms for surveying and mapping cadastral maps, land registration, property attached to land, issuance of certificates of land use rights, house ownership rights and other properties attached to land so that the Land Registration Office has a basis for consulting and rebuilding a new set of unit prices to replace Decision No. 18/2021/QD-UBND of the People's Committee of Cao Bang province dated August 16, 2021 on Unit prices for surveying and mapping cadastral maps; Land registration, issuance of certificates of land use rights, house ownership rights and other properties attached to land in Cao Bang province to serve payment when providing public services.

The solution to implement projects in districts that have operated land databases must be adjusted and established on the built database system to ensure that land data in the area is synchronized and operated in a unified manner. Propose to the Provincial People's Committee to continue implementing the project of digitizing the archives.

After listening to the report on the implementation of the tasks of the Registration Office in the past time as well as the existing difficulties, obstacles and solutions. Director of the Department of Agriculture and Rural Development, Mr. Hung, suggested that in the coming time, the Registration Office should try harder and promote more in professional work, consolidate and rearrange the organization to ensure appropriateness and correct job positions. There is a plan to balance resources to ensure salary payment for civil servants and employees. Regarding the coordination between the Department's Departments and units with the Registration Office, the Director of the Department requested the Departments and units under the Department to coordinate, create conditions, guide and assist the Registration Office in professional work, support the unit to overcome difficulties and complete the assigned tasks. Regarding the proposed opinions of the Registration Office at the meeting, the Department will advise the Provincial People's Committee and coordinate with relevant agencies to find solutions as soon as possible./.
