(Haiphong.gov.vn) – On the afternoon of April 3, Deputy Head of the City's National Assembly Delegation La Thanh Tan and the city's National Assembly deputies supervised "The implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units under the Department of Culture and Sports for the period 2018 - 2023".

Overview of the monitoring session.

Up to now, the Department of Culture and Sports has arranged to reduce 5 units, reaching a rate of 29/4% (by 2025, it has exceeded the Resolution target by 9.4%). Maintaining and consolidating 5 art troupes has created favorable conditions for the culture and sports sector to effectively implement Resolution 16 of the City Party Congress with the goal of "Developing culture, implementing social progress and equity, improving the material and spiritual life of the people". After the arrangement (with 01 unit left), high-performance sports have focused resources on training athletes (maximizing the capacity of facilities for training and sports competitions).

However, the implementation of streamlining the general application of the system without taking into account the specific factors of the cultural and sports sector has greatly affected the implementation of the Resolutions of the Central Committee and the City Party Committee on the development of culture and sports. The delay in issuing technical and economic standards guidelines by central agencies for a number of sectors (performing arts, conservation, museums, etc.) has led to difficulties in developing and implementing financial autonomy plans at a number of units in the cultural sector (such as the Hai Phong Song and Dance Troupe, the Performing Arts Organization Center, etc.).

Based on practice, the Department of Culture and Sports proposed 4 groups of solutions focusing on contents related to the arrangement and reorganization of public service units; the implementation of the autonomy mechanism; the socialization of public services; the conversion of public service units into enterprises; the promulgation of a public service price framework; the mechanism for inspection, supervision, and handling of violations; the assignment, decentralization, and delegation of powers...). At the same time, it proposed that the Government amend and supplement the regulations on the number of deputy heads of public service units in Decree No. 120/2020/ND-CP in a more flexible direction. The Ministry of Culture, Sports and Tourism should soon issue a Circular guiding the functions, tasks, and powers of performing arts units; promulgate regulations on economic and technical norms applicable in the fields of public service.

For the People's Council and People's Committee of the city, the Department of Culture and Sports proposed 4 contents, including decentralization to the Department to implement regulations on functions, tasks and powers of affiliated public service units to ensure flexibility and proactiveness.

Deputy Head of the National Assembly Delegation of the city La Thanh Tan received comments from the Department of Culture and Sports.

Concluding the meeting, Deputy Head of the City's National Assembly Delegation La Thanh Tan, on behalf of the Supervisory Delegation, acknowledged the specific and comprehensive report of the Department. At the same time, he highly appreciated the results and spiritual values ​​achieved by public service units in the field of culture and sports of the city; especially the programs of Hai Phong Television Stage; singing and dancing activities on the occasion of major holidays of the city (organizing tours to serve people in suburban areas, remote areas, islands and workers in industrial parks) ... which have contributed to improving the material and spiritual life of the city's people. Deputy Head of the City's National Assembly Delegation requested the Department of Culture and Sports to absorb the opinions of the Supervisory Delegation and the delegates; synthesize, supplement and complete the contents in the report sent to the City's National Assembly Delegation./.
