Supervising the implementation of policies and laws of public service units under the Department of Health , period 2018 - 2023
(Haiphong.gov.vn) – On the morning of April 3, Deputy Head of the City's National Assembly Delegation La Thanh Tan and the city's National Assembly deputies supervised "The implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units under the Department of Health in the period 2018 - 2023".

As of December 31, 2023, the health sector has 36 public service units, a decrease of 14 public service units and a reduction rate of 28% (exceeding 18%) compared to 2015 (50 public service units). The health sector has reduced by at least 10% of public service staff receiving salaries from the state budget, and is the unit implementing the largest staff streamlining in the city in reducing the number of people working from the budget.
Number of non-public service units providing public service as of December 31, 2023: 08 hospitals; an increase of 03 hospitals compared to 2015. The whole sector has 20/25 medical examination and treatment units implementing joint ventures and medical equipment partnerships. Socialization has mobilized additional investment capital to upgrade medical equipment, contributing to reducing the burden on the state budget, improving the quality of services at medical facilities, and meeting patient satisfaction.

Up to now, 06/36 public health facilities (Viet Tiep Friendship Hospital, Kien An Hospital, Eye Hospital, Maternity Hospital, Children's Hospital, International Medical Quarantine Center) have well implemented the autonomy mechanism of groups I and II, reaching 16.6% (exceeding the target set in Resolution 19/NQ-TW: striving to have 10% of units with financial autonomy).
The implementation of the autonomy mechanism at public health facilities has contributed to the policy of transferring the budget directly allocated to hospitals to support health insurance participants; ensuring equal competition between the public and private sectors in providing health services, encouraging economic sectors to invest in health facilities, promoting cooperation and investment in the form of public-private partnerships; changing the mindset and awareness of health officials that the spirit and service attitude must be good in order to have patients, have revenue to operate and pay salaries.
In addition, the health sector also faces some difficulties and problems: Lack of doctors at district-level units, health stations, lack of doctors in the fields of tuberculosis, psychiatry, pathology, forensics and lack of university pharmacists. The acceptance of school health tasks, with 01 target for performing school health tasks at 01 commune-level unit, is still lacking compared to the task requirements, because each commune has many schools. In addition, units still have many difficulties in self-investing in purchasing replacement equipment from the Career Development Fund. Currently, most medical facilities do not have a Land Use Rights Certificate, so they have difficulty in proposing approval of the Project on using public assets for joint venture purposes according to the provisions of the Law on Management and Use of Public Assets....
Based on the difficulties in performing the tasks, the Health sector has proposed 3 groups of solutions, 7 recommendations to the Government and Central ministries and agencies, 6 recommendations to the City People's Council, 2 recommendations to the Department of Planning and Investment, the Department of Home Affairs and 3 recommendations to the Department of Finance. In particular, focusing on issuing guiding documents on autonomy and self-responsibility in a synchronous and clear manner; allocating land funds to public and non-public health facilities, especially health facilities that lack land or do not have land for expansion and development.

During the working session, Deputy Head of the City's National Assembly Delegation La Thanh Tan highly appreciated the Department of Health in implementing policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units. In the coming time, the Supervisory Delegation requested the Department of Health to continue to synchronously and drastically implement solutions and tasks in the process of innovation of the organization and management system, improving the quality and efficiency of public service units under its management. Based on the practical situation of the city, the Department of Health is requested to continue researching and advising the City Party Committee, People's Council - People's Committee to issue appropriate and feasible policies and mechanisms in implementing innovation of the organization and management system of public service units in the health sector; issue policies to encourage and attract high-quality human resources for public health. The Department of Health is requested to accept the opinions of the Supervisory Delegation and delegates, supplement and explain the contents raised by the Delegation members and complete the report to send to the Delegation./.
