Supervise the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in Le Chan district.
(Haiphong.gov.vn) - On the morning of April 24, the National Assembly Standing Committee's Supervisory Delegation led by Comrade Nguyen Khac Dinh, Member of the Party Central Committee, Vice Chairman of the National Assembly, conducted a thematic supervision of "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units in the period of 2018 - 2023" in Le Chan district. Joining the Delegation on the city's leadership side were Comrade Le Anh Quan, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee and leaders of relevant departments and branches.
According to the report of the People's Committee of Le Chan district, by 2023, the district has organized, implemented, and reorganized public service units in the district to ensure compliance with the spirit of Resolution No. 19-NQ/TW and Plan No. 57/KH-UBND dated March 22, 2022 of the City People's Committee, specifically: The number of public service units in 2015 was 46 units. The number of public service units by December 31, 2023 was 42 units, a decrease of 4 units compared to 2015 = 8.7% (of which 6 service units decreased due to merger, 2 public service units increased due to 1 received from the city and 1 separated school).
Public service units are arranged in a streamlined manner, reducing the number of focal points; functions and tasks are reviewed and adjusted to ensure rationality, overcoming the situation of duplication and overlap of functions, tasks and management areas. The operational efficiency of the units is improved, gradually implementing financial autonomy, in accordance with the practical situation of the agency and unit. Current public service units are basically consistent with the planning of the public service unit network approved by competent authorities.
At the meeting, Le Chan district proposed that the Government amend the regulations on the roadmap for converting 30% of the number of group 3 public service units corresponding to each level of autonomy according to Clause 4, Article 35 of Decree No. 60/2021/ND-CP; issue a separate mechanism in implementing staff streamlining forthe education and health sectors due to the specific nature of the number of employees having to increase according to the needs of society and population size; propose to implement staff streamlining of public service units in the direction of assessing the reduction in the number of people receiving salaries from the State budget, not assessing the total number of employees of the unit; adjust the regulations on the number of deputy heads of public service units in education in the case of arrangement and merger with many schools...
After listening to the reports and opinions of the delegates, the Supervisory Delegation assessed that the reorganization of public service units of Le Chan district basically fulfilled the goals of Resolution 19 and the programs and plans of the Government and the city. Through the reorganization, the number of units has been significantly reduced, the overlapping of functions and tasks has been overcome, ensuring compliance with the actual situation. At the same time, the district's proposals and recommendations have been fully recorded and summarized to report to the National Assembly Standing Committee, the National Assembly, and the Government for consideration and resolution.
