This policy was proposed by the People's Committee of Tay Ninh province based on the proposal of the Tay Ninh Department of Finance (formerly the Long An Department of Finance) in Document No. 4446/STC-QLDTC dated June 27, 2025 and the proposal document of Deo Ca Group No. 756/2025/DGC dated June 17, 2025.
According to the approved content, the Project has an investment scope of about 19.5 km, divided into two sections: Section from Km2+750 (intersection with National Highway 50 at Tan Kim intersection) to Km15+150 (intersection with DT.826), 12.4 km long and section from Km28+500 (intersection with DT.827B) to Km35+600 (bordering Dong Thap province), 7.1 km long. The total investment of the Project is about 7,600 billion VND.
The project will be studied and built according to the scale of phase 1, synchronously with the project to build access roads to three bridges on route DT.827E, while ensuring compliance with current planning.
The entire cost of conducting research, surveying, and preparing project proposals will be paid by Deo Ca Group. This enterprise also commits to bear all risks if the proposal is not approved by the competent authority. The time to complete the proposal is determined to be a maximum of 6 months from the date the Tay Ninh Provincial People's Committee issues a document agreeing on the policy.
Tay Ninh Provincial People's Committee assigned the Provincial Construction Investment Project Management Board to be the focal point, coordinating with departments such as the Department of Construction, Department of Finance, Department of Agriculture and Rural Development, Department of Natural Resources and Environment... to provide information and support investors throughout the process of researching and preparing project proposals.
Project DT.827E (oriented as National Highway 50B) is an important traffic route from Ho Chi Minh City through Long An to Tien Giang, about 55km long, playing a role in strengthening inter-regional traffic connections, acting as a driving force for socio-economic development in the project area.
The project has been included in the National Road Network Planning and the Mekong Delta Development Planning for the 2021-2030 period, with a vision to 2050.
Currently, the DT.827E route in Long An province (now Tay Ninh province) is about 35.6 km long, and is under construction with 3 river bridges: Can Giuoc, Vam Co Dong, Vam Co Tay).
The early and synchronous investment in the remaining section of about 19.5 km is an important factor in ensuring socio-economic efficiency for the entire route.
In parallel with being assigned to study the remaining section of DT.827E route, the consortium led by Deo Group is also the investor proposing the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway using the PPP method.
This project has a total length of about 96 km, with a total investment of up to 39,800 billion VND, and will both organize construction and ensure smooth traffic on the route.
Discussing at the working session chaired by the Chairman of Dong Thap Provincial People's Committee on this Project on the afternoon of July 14, a representative of Deo Ca Group Joint Stock Company said that the Project has completed the feasibility study report and there is only one step left, which is the agreement between the competent state agency and the investor of the Trung Luong - My Thuan Expressway BOT Project Phase 1.
Previously, Deo Ca Group also took on the role of managing the "rescue" of the Trung Luong - My Thuan Expressway BOT Project, which had been stalled for more than 10 years and was completed just 3 years after restarting.
The active participation of the Deo Ca consortium in expanding the key traffic routes in the South continues to affirm the capacity, reputation and experience of this enterprise in the process of investing and implementing large-scale infrastructure projects, contributing to the development of traffic infrastructure in the Mekong Delta region.
