The conference was connected online to the bridge points of 126 communes and wards with the participation of nearly 3,000 kindergartens, primary schools, secondary schools, high schools, vocational education and continuing education centers under the Hanoi Department of Education and Training.
Many breakthrough results
In the 2024-2025 school year, the entire education and training sector of the capital has focused on implementing the school year theme: "Innovation, quality improvement, solidarity and discipline" and teaching the 2018 General Education Program in all grades from grade 1 to grade 12.

Along with the sustainable development of Hanoi Capital, Hanoi's education and training career has many improvements with comprehensive results achieved at all levels and fields of study. The scale of education in the capital is increasingly growing. The whole city has nearly 3,000 kindergartens and general schools; 29 vocational education - continuing education centers and 1 Hanoi Education Staff Training School with nearly 2.3 million students and 352 vocational education establishments with more than 140,000 staff and teachers.
State management of education and training in the city has been strengthened. The Department of Education and Training has advised the City People's Committee to submit to the City People's Council a Resolution regulating the bonus level for students with high achievements, teachers who train students who won prizes in domestic and international competitions and competitions, and first prizes at the city level; Resolution regulating the mechanism for supporting boarding meals for primary school students in Hanoi for the 2025-2026 school year...
The quality of mass education in Hanoi has been improved; the entrance exam for grade 10 in the 2025-2026 school year and the high school graduation exam in 2025 have been successfully organized, ensuring safety and efficiency; for the first time, the exam scores and the benchmark scores for grade 10 have been announced at the same time.
In particular, Hanoi education achieved impressive results in the 2025 High School Graduation Exam. The rate of Hanoi students graduating from high school in 2025 reached 99.75%, ranking first in the country. Hanoi is the leading locality in the country in terms of 10 points (1,583 10 points); foreign language exam scores, with 3 national valedictorians scoring 30/30 points; 1 valedictorian of 5 subject groups, 200 high schools with a 100% graduation rate.
Implement online enrollment and digital transformation in education for kindergartens, grades 1 and 6 in the 2025-2026 school year in the city to ensure there is no queuing to submit application documents and draw lots for public schools.

Students of the Capital have affirmed their leading position in the country with 200 students winning prizes in national competitions for excellent students, 6 projects participating in national science and technology research competitions all winning prizes; 1 project winning second prize at the International Science and Technology Competition (ISEF 2025), 14 students winning prizes at international competitions for excellent students, and 89 medals at the National High School Sports Competition in 2025.
Attention has been paid to education on aesthetics, ethics, lifestyle, and behavioral culture in the educational environment, the implementation of solutions to ensure security, safety, disease prevention and control in schools, and the building of "Happy Schools". In the 2024-2025 school year, the city organized the admission of 379 students to the Party and more than 1,700 high school students participated in classes to learn about the Party. Administrative reform; application of information technology, digital transformation in the field of education and training have been promoted; cooperation activities on education and training between Hanoi and provinces and cities across the country and cities around the world have been strengthened.
With the comprehensive results achieved, the Capital's education and training career was recognized by the City and voted as one of the 10 typical events of the Capital in 2024. The Hanoi Department of Education and Training was awarded the First Class Labor Medal by the President; and the City People's Committee presented the Government with the Excellent Emulation Flag.
The Hanoi Department of Education and Training also proposed 10 directions and tasks for the 2025-2026 school year; including preparing the best conditions for the new school year; strengthening training, fostering, coaching, and improving the qualifications of the team of educational managers to meet practical requirements. Deploying the preparation and organization of recruitment exams for civil servants working at public educational institutions under the Department to ensure compliance with regulations; continuing to review and supplement the planning for the development of the network of educational and training institutions in the capital; innovating and improving the quality of preschool education, general education and continuing education; promoting the improvement of the quality of STEM education, career education, and orientation of students after junior high school and high school; expanding the relationship of exchange and cooperation in education...
Focus resources on developing education in the new context
Speaking at the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong commended and highly appreciated the good and comprehensive results that the Hanoi Education and Training sector has achieved in the 2024-2025 school year and emphasized that these are the results of the whole process and the whole term, demonstrating the leadership and direction of the city's leaders; the capacity, initiative, dedication and responsibility of the teaching staff; the coordination between family - society - mass organizations to take care of educational development.

The 2025-2026 school year is the first year of implementing the Resolution of the Party Congress for the new term as well as converting to a two-level local government model. The Deputy Minister of Education and Training emphasized: the conversion of educational methods from administrative to creative and development requires each teacher to innovate teaching methods; continue to strengthen substantive teaching and learning; strengthen foreign language teaching in general, bring artificial intelligence into teaching; promote the spirit of self-study, forming in students the spirit of self-reliance, confidence, creativity, and strength in integration.

To realize the goals and responsibilities of the Capital, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong requested the Department of Education and Training, and representatives of the authorities of 126 communes and wards to have a deeper awareness of their roles, positions, responsibilities, and missions in the education and training of the Capital and the country, because Hanoi must be a pioneer in all aspects, including pioneering in education and training.
Along with that, the Department of Education and Training should soon research and advise the City leaders and the Ministry of Education and Training on issues related to the operation of the two-level local government; and propose that after three months of operation, the shortage of specialized staff in charge of the field of education and training at the commune and ward levels must be overcome.
Permanent Vice President of the Hanoi Fatherland Front Committee Bui Huyen Mai and Vice President of the City People's Committee Vu Thu Ha awarded prizes to 6 excellent students.
The Standing Deputy Secretary of the Hanoi Party Committee also requested the City People's Committee to coordinate with the Department of Education and Training to promptly review the school network planning to suit the operation of the two-level local government, forecast the population situation; should not trade off students' rights for unrealistic achievements. The Hanoi Department of Education and Training should promptly develop a plan to implement STEM education, creative education, make English the second language in schools, and build the city's teacher data at all levels.
Referring to the decision to support meals for primary school students, the Standing Deputy Secretary of the Hanoi Party Committee emphasized that this is a policy that demonstrates a profound humanitarian spirit and requested that the commune and ward Party Committees not loosen management, not allow negativity and group interests to occur; the People's Committee - People's Council, and the Vietnam Fatherland Front Committee strengthen inspection and supervision in the organization and implementation of the above content.
Hanoi Department of Education and Training launched a spirit of mutual love, support and assistance for ethnic boarding schools in the provinces of Dien Bien, Cao Bang and Tuyen Quang.
"We believe that the education and training sector will continue to have new developments and many outstanding achievements, contributing together with the Party Committee and the people of the capital to successfully implement the set socio-economic development goals," said Nguyen Van Phong, Standing Deputy Secretary of the Hanoi Party Committee.
At the conference, 9 units and schools received the Excellent Emulation Flag from the City People's Committee; 6 students received Certificates of Merit from the Chairman of the City People's Committee for their outstanding achievements; 22 students who were Valedictorians in the 10th grade exam and passed 6 wishes received Certificates of Merit from the Director of the Hanoi Department of Education and Training. The Department of Education and Training also presented certificates of merit to union leaders, inspectors, and Heads of the Department of Education and Training who have now transferred jobs and retired to show gratitude and thank the contributions of individuals to the work of education and training in the capital.
