Through emulation movements, officers and soldiers of the Staff Department have actively responded, creating a widespread impact. Many collectives and individuals have demonstrated creativity, initiative, and proactiveness in all tasks, contributing to maintaining political security and social order; continuing to be a leading unit in the emulation movement for national defense.
Lieutenant Colonel Nguyen Van Duong, Deputy Chief of Staff of the Provincial Military Command, stated: Along with maintaining the emulation movement for national defense in the province's armed forces in a strict, serious, and effective manner, the Party Committee and the Staff Department have successfully launched and implemented the emulation movement for the year and various peak and surprise emulation campaigns closely aligned with the unit's functions and tasks. Through these emulation campaigns, they have organized preliminary and final reviews, and promptly proposed commendations and awards from higher levels, creating a strong motivation to encourage officers and soldiers to be highly determined in implementing the unit's emulation movement for national defense.

In 2023, the emulation movement and intensive, surprise emulation campaigns of the Staff Department focused on advising and seriously implementing regulations on combat readiness tasks; building, adjusting, and supplementing the system of operational documents in a timely manner; organizing training and monitoring and directing agencies and units to practice transitioning to combat readiness; maintaining strict combat readiness duty at all levels; coordinating with forces to gather information on the local area and advising on timely handling of situations; and effectively implementing the coordination regulations according to Government Decree No. 03/2019/ND-CP and Decree No. 02/2020/ND-CP. Strictly manage human resources, ships, and civilian vehicles ready to be mobilized to participate in the struggle to protect sovereignty and sovereign rights over sea areas and islands in accordance with Government Decree No. 30/2010/ND-CP and Decree No. 130/2015/ND-CP; organize close and proper coordination in disaster prevention, control, and search and rescue with units stationed in the area. Advise and direct the strict management of national defense land and combat facilities; effectively implement the post-war mine clearance project in the province in phase 2 (2021-2025).
The work of building up the armed forces was carried out in accordance with regulations; the staffing of regular units reached 100%; and the organizational structure of reserve mobilization units was consolidated to 100%. The recruitment and conscription of citizens into the military was implemented rigorously, ensuring compliance with the law and achieving 100% of the target. Military recruitment was carried out effectively, with a higher percentage of candidates graduating from military officer schools compared to 2022. The development of the militia and self-defense forces was directed, resulting in a reasonable number and structure, and improved quality. The organization and training of main army units, reserve mobilization units, and militia and self-defense forces were monitored and directed, achieving 100% of the target; the training was conducted rigorously, with high quality and safety.
In particular, in 2023, the Staff Department successfully performed its functions and duties, advising the Provincial Military Command to organize a successful provincial defense zone exercise with good results, which was highly appreciated by the Military Region's Exercise Steering Committee. It monitored and guided the defense zone exercises in Ninh Hai, Ninh Phuoc, and Thuan Nam districts, achieving good results; directed the remaining districts and cities to organize command and staff exercises; and conducted combat exercises in the defense zones of all 34/34 communes, ensuring safety of personnel and weapons and equipment (completing 100% of the exercise targets at all levels during the term).
Lieutenant Colonel Nguyen Van Duong added: To ensure that emulation truly acts as a "lever," motivating collectives and individuals to uphold traditions, contribute their talents, and better fulfill their assigned functions and tasks, the Party Committee and the Staff Department will continue to strengthen education and raise awareness of the position and role of emulation and reward work; build correct goals and motivations for emulation, and strive to successfully complete emulation targets and quotas. They will resolutely combat the mentality of rivalry, parochialism, chasing after achievements, and dishonesty in emulation. They will maintain the established rules and regulations for emulation, combating formalism. Through this, they will promptly identify and replicate advanced models, while also pointing out shortcomings so that individuals and collectives can take corrective measures. They will strengthen the leadership and guidance of Party committees, Party organizations, and commanders in emulation and reward work. Emulation movements must aim at successfully fulfilling the central political tasks. Regularly paying attention to and caring for the material and spiritual lives of officers, Party members, and soldiers in the unit; effectively implementing the military's rear-area support policy, creating motivation to encourage the entire agency to compete in better fulfilling its assigned functions and tasks.
