Part 1: Smashing sabotage plots, protecting social stability
The policy of streamlining the apparatus, reorganizing the administrative organization, and moving towards merging a number of ministries, departments, branches, and localities is a strategic step, demonstrating the great political determination of the Party and the State in improving management effectiveness, streamlining the payroll, saving the budget, and better serving the people. However, hostile forces have been thoroughly exploiting this policy to distort the nature, spread false information, incite skepticism, and spread fear about "losing jobs" and "weakening the apparatus", thereby dividing the internal affairs and causing social instability. In this situation, the struggle to refute and protect the truth has become an urgent task, not only to protect the Party's ideological foundation but also to maintain political and social stability, creating a premise for the country's sustainable development.
Internal division by destructive arguments and tricks
Streamlining the organizational structure, reorganizing administrative units, and merging departments, branches, and localities are inevitable steps to build a modern, effective, and efficient administration. However, this is also an excuse for hostile, reactionary, and opportunistic political forces to increase their sabotage activities, launch a series of distorted arguments, cause internal division, and undermine social stability.
Taking advantage of the process of implementing the policy of streamlining payroll and reorganizing the apparatus, reactionary elements have posted false and one-sided information on social networks, unofficial forums, and even some foreign media agencies.
They make up familiar arguments such as: "cutting down the apparatus will eliminate the rights of cadres and civil servants, pushing many people into unemployment"; "merging departments and sectors will cause public services to be disrupted, making people suffer more"; or "streamlining the apparatus means weakening the government". Their goal is very clear: to dig deep into the anxiety of a part of cadres, civil servants and people to create skepticism, dissatisfaction and gradually crack the trust in the leadership of the Party and the State.
In fact, many foreign media channels such as BBC Vietnamese, RFA, VOA or reactionary groups on Facebook and YouTube have spread articles and videos with distorted content. On BBC Vietnamese, articles often deliberately highlight the risk of "losing their jobs" for officials while ignoring the very humane and responsible support and human resource restructuring policies of the Party and State. RFA even invited self-proclaimed "experts" to make one-sided comments, such as: "mergers will cause chaos in the apparatus, and people will suffer because their needs will not be served properly."
On social media, a common trick is to impersonate insiders to tell dramatic stories about “the fate of civil servants forced to quit their jobs”, accompanied by sensational, edited images and videos. These contents are spread in a “hit and run” manner, targeting people who lack official information, in order to amplify feelings of insecurity and distrust.
The plot of these forces does not stop at disrupting information. They aim to create internal divisions, destroy solidarity within the political system, thereby eroding people's trust in the regime. In particular, they seek to attract cadres and party members who have not yet adapted to the new organizational model, exaggerating shortcomings into systemic problems, and inciting opposition.
In the digital age, social media has become a “powerful weapon” for hostile elements to spread false information. They use fake posts, fabricate distorted statements, and exaggerate small details to create “information storms”. Some elements even impersonate “experts” and “insiders” to create a crowd effect and lead public opinion in a negative direction.
Identify plots, raise awareness
In such a situation, it is urgent to clearly identify plots and tricks of sabotage, raise vigilance, and proactively fight in cyberspace. Every cadre, party member, and citizen needs to be alert, selective in information, and not lend a hand to distorted arguments in any form. Protecting the truth, protecting the Party's reputation, and stabilizing society is not only a political responsibility but also a civic duty in the face of national destiny.
They still use familiar tricks to appeal to anxiety and skepticism, especially among those directly affected by the streamlining and reorganization process. They create images of disadvantaged workers, exaggerate individual situations into common phenomena, and disrupt social awareness. In fact, the goal is not only to cause confusion, but also to create an excuse to incite opposition and undermine confidence in the Party's leadership.
In cyberspace, detecting and preventing false information must be done synchronously, from the government to the people. Responsibility cannot be delegated to the authorities, and even more so, we cannot passively wait for processing. Each individual needs to have the skills to identify fake news, know how to analyze logic, and verify information before sharing. Officials and party members must be exemplary, absolutely not letting themselves be drawn into inciting and reactionary arguments.
Comrade Ngo Duy Dong, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, said: "The streamlining of the apparatus is not a mechanical reduction in quantity but is aimed at ensuring consistency, comprehensiveness, connectivity, thoroughly overcoming overlapping functions and tasks, division of areas and fields, limiting intermediary organizations, saving the budget, improving the quality of service to the people, enhancing the efficiency, effectiveness and efficiency of the political system. In the past time, Vinh Phuc has implemented it vigorously and achieved important results.
However, hostile forces are always trying to distort, cause confusion and doubt in public opinion. We need to continue to strengthen propaganda work so that cadres, party members and people clearly understand this policy, and at the same time proactively fight against false and distorted arguments of hostile, reactionary and opportunistic political forces. With the highest political determination, Vinh Phuc will continue to effectively and systematically implement the policy of streamlining the apparatus, contributing to building a streamlined, strong, efficient and effective state apparatus, serving the people better; together with the whole country, entering a new era of national development".
Streamlining the apparatus is to serve the people better, not an irresponsible cut. Anyone who uses that as an excuse to distort and falsify is going against the national interest. Correctly identifying plots and taking timely action are practical ways to protect the truth, maintain political stability, and ensure information security in the digital age.
Maintaining the ideological front is not a slogan, but a concrete action from each statement, each click, and each choice of news to share. Being vigilant, alert, and acting responsibly is the most effective shield against all sabotage plots of hostile forces.
