
The transition process and changes in the apparatus and organization pose many difficulties and obstacles in practical activities related to the functions, tasks and personnel of the Project Management Boards in this region.
Many problems
According to Decision No. 2014 dated June 27, 2025 of the People's Committee of Quang Nam province (old), the Provincial Construction Investment Project Management Board has received 17 district-level Construction Investment Project Management Boards, reorganized into 17 regional Management Boards with a total of 317 officials and employees, including 124 officials and 193 contract workers. The leadership apparatus includes 7 directors, 10 deputy directors in charge and 16 deputy directors.
However, the transfer of tasks and personnel according to Plan No. 4913 dated June 5, 2025 of the People's Committee of Quang Nam province (old) has not been thoroughly implemented. Some Regional Management Boards continue to perform the functions and tasks of land fund development (Que Son Regional Management Board) and other public services (Tam Ky and Hoi An Regional Management Boards).
These tasks are not consistent with the functions and tasks of the Provincial Construction Investment Project Management Board. This makes it difficult to clearly define the scope of responsibility and affects operational efficiency.
Regarding personnel, some Regional Management Boards are seriously short of staff, with only one or two staff remaining, most of whom are contract workers. Some boards do not have a deputy director or chief accountant who meets the standards under Decree No. 174/2016/ND-CP and Circular No. 04/2018/TT-BNV, leading to difficulties in management and operation.
Mr. Pham Duy Tich, Acting Director of Tam Ky Regional Management Board, said that the unit currently has 173 projects under implementation, 41 projects under finalization and 62 approved projects, with disbursement reaching only 81 billion VND/103 billion VND of planned capital.
Mr. Tich said that the problems in compensation and site clearance are due to lack of resources and clear instructions on task decentralization.
Mr. Nguyen Tran Vu, Director of Hoi An Regional Management Board, shared that from 2024, technical measurement of land plots for site clearance will face difficulties due to legal procedures, and proposed assigning this task to the regional registration office.
In addition, according to Mr. Vu, projects with 70% or more of site clearance should be given priority to start construction, and projects under 5 billion VND in a ward should be decentralized to the ward People's Committee for implementation.
Mr. Vu also proposed that specific instructions should be provided on the procedures for transferring approved projects to select contractors, in order to avoid bottlenecks in implementation.
Meanwhile, Mr. Tran Quang Thang, Acting Director of Dien Ban Area Management Board, proposed to soon issue operating regulations and add personnel to complete the apparatus, especially when two former leaders of this board have transferred to the commune.
“The lack of clear operating regulations makes it difficult for departments to organize their apparatus, especially in some places where there is only a director and not enough staff to operate effectively. We propose to unify labor contracts to ensure sufficient professional positions,” Mr. Thang suggested.
No interruption of operations
Mr. Vo Van Diem, Director of Quang Nam Construction Investment Project Management Board, proposed decentralizing project management. For small-scale projects, the scope of project implementation in the same ward or commune is managed by the Regional Project Management Boards. Mr. Diem suggested that the City People's Committee consider transferring personnel and related documents to the People's Committee of the local ward or commune as the investor. The People's Committee of the ward or commune can hire a consulting unit to organize the implementation in accordance with regulations.

The transfer of tasks of land fund development and management of industrial, commercial and service clusters needs to be thoroughly implemented according to Plan 4913/PA-UBND to ensure proper functions.
To ensure uninterrupted operations, Vice Chairman of the Da Nang City People's Committee - Tran Nam Hung, emphasized that the most important thing is still the organization, staffing and operating mechanism.
“We must get to work immediately, we cannot delay the work. Managing and operating the project without any bottlenecks is an extremely difficult task, requiring high responsibility, and at the same time, there must be consensus and unity from the top down to the regional project management board. This is the first time we have to face new things, and difficulties are easy to see. But we must be determined to work on it, not back down,” Vice Chairman of the City People’s Committee Tran Nam Hung emphasized.
In the coming time, Vice Chairman of the City People's Committee Tran Nam Hung requested the Quang Nam Construction Investment Project Management Board to be responsible for managing and operating the new apparatus, ensuring smoothness and continuity for work to proceed normally.
“We must review people, those who do not meet the requirements, lack a sense of responsibility, lack expertise must be notified to stop working according to regulations. There cannot be people who cannot do the job, do not have expertise in the system. We must be determined to consolidate a lean, compact, and strong system,” Mr. Tran Nam Hung requested.
