According to Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh, Da Nang is facing many opportunities but also many challenges. That is the strong transformation in the context of globalization, the 4.0 industrial revolution, the increasing demand for human resources, innovation and digital transformation.
The upcoming merger between Da Nang city and Quang Nam province is a historical milestone, opening the door for a breakthrough development period with expanded resources and space, but also posing many problems in leadership, direction, management and operation of the apparatus.
The Standing Deputy Secretary of the City Party Committee hopes that scientists , experts, and the business community will continue to join hands and unite, maximizing their capacity, intelligence, and creativity. Each idea, each project, each initiative is a brick that builds the future of Da Nang.
To achieve the set goals, the city leaders requested that Party committees, Party organizations, authorities, agencies, localities and units continue to promote propaganda work, create fundamental changes in awareness, position and role of science and technology, innovation, digital transformation in socio-economic development, further promote the team of intellectuals doing scientific research in the new period and build a core team of cadres in digital transformation and innovation.
Focus on effectively implementing Resolution No. 57-NQ/TW, focusing on improving the quality of human resources in the fields of science, technology, innovation and digital transformation. Strengthen coordination with universities and research institutes to develop specialized training programs on artificial intelligence, data science and digital technology. Focus on the public-private partnership model in human resource training.
The Standing Committee of the City Party Committee needs to direct the prioritization of resource allocation for investment in science and technology development, especially core technology, source technology, cutting-edge technology, and the microchip and semiconductor industry.
Research and have policies to attract leading experts and scientists to work in the city to discuss and support the resolution of urgent issues in urban planning, construction and city development; develop appropriate and proportionate mechanisms and policies to mobilize and encourage intellectuals and scientists to actively participate in research and share resources among research institutions.
Continue to support, facilitate and receive opinions from the team of intellectual consultants and critics, especially on issues related to socio-economics; consider this an important reference channel before proposing mechanisms, policies and leadership and management decisions. Periodically honor collectives and individuals with outstanding achievements in science, technology and innovation activities, contributing to the socio-economic development of the city.
In particular, the team of intellectuals and scientists needs to continue to promote their pioneering role in scientific research, innovation, digital transformation and startups. Deserving to be the core force in realizing the city's strategic goals. Proactively connect and cooperate with international organizations and universities at home and abroad to improve the quality of research and application of science and technology. Build international cooperation projects on artificial intelligence, big data, and automation to raise Da Nang's position on the regional science map.
Promote the role of proposing policies and contributing ideas to the city government in key areas such as digital transformation, smart cities, financial technology... Promote start-up initiatives in the field of high technology and smart urban development.
The Standing Deputy Secretary of the City Party Committee affirmed that Da Nang needs people who dare to think, dare to do, dare to take responsibility, dare to break away from the beaten path, need projects of international stature, breakthrough and creative ideas. And most importantly, it needs a spirit of solidarity and unity from thought to action, from each individual to each organization and belief, aspiration, affirming the position, worthy of the vision of a modern, livable city of the whole country.
The city is always open-minded, ready to listen and accept the opinions of professors, associate professors, experts, and scientists on proposals and suggestions to help city leaders make appropriate decisions.
