For organizational structure, leaders of provincial and municipal press, radio, and television agencies include an editor-in-chief and no more than 3 deputy editors-in-chief, and the agency has no more than 6 departments.
Based on the task requirements, the level of financial autonomy of the agency and the written consent of the provincial and municipal Party Committees and competent authorities, additional departments and affiliated public service units may be established in accordance with the provisions of law.
At the conference, representatives of provinces and cities discussed and contributed ideas to the draft Regulations on functions, tasks, and organizational structure of provincial and municipal press, radio, and television agencies in line with the policy of streamlining and promoting the effectiveness of the functions and tasks of press agencies. Opinions focused on the structure of the number of departments in an open direction, suitable to the specific conditions of each locality, the names of departments suitable to the direction of specialization of each type of press or towards multimedia press activities, with similar tasks, human resources, increasing specialized departments; assigning staff according to job positions. For agency leaders, it is proposed to increase the number of Deputy Editors-in-Chief to ensure leadership, direction, and operation in the publication of 4 types of press.
Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong accepted the opinions of the provinces and cities, the drafting committee continued to research, adjust and complete the draft to soon report to the Secretariat.
