On January 9, Ha Long City held a conference to review one year of implementing Resolution No. 78-NQ/TU issued on January 2, 2024 by the Standing Committee of the City Party Committee on prioritizing resources, exploiting potentials, promoting socio -economic development of communes by 2025, with a vision to 2030 (referred to as Resolution 78).
Resolution 78 was issued to eliminate the gap between communes and the city center. The Resolution also aims to awaken and exploit the potentials and strengths in the communes; arouse the spirit of self-reliance and the will to proactively rise up to escape poverty and legitimately enrich the rural people. Implementing the Resolution, in 2024, Ha Long City has spent nearly 1,000 billion VND to invest in 12 communes. To date, 10 communes have completed the approval of the General Planning, 6 communes have completed the planning task of the Commune Center Area and started investing and renovating the central infrastructure; 45 rural infrastructure works have been deployed; 4 projects to build clean water supply systems for daily life have been started with a total investment of over 228 billion VND... The city also approved the list and plan to establish 72 construction projects in the communes; attracted 7 enterprises to research and invest in the agricultural sector. Average income per capita in rural areas in 2024 will reach 107.3 million VND/person/year (equal to 142% compared to 2023).
Along with that, the cultural and social fields are concerned, the quality of people's lives is improved. Thereby, it has consolidated and enhanced the trust of the people, especially ethnic minorities, in the Party Committee, the city government and the communes.
At the conference, the city leaders, units, localities and investors also focused on discussing, supplementing and clarifying the achieved results, sharing good experiences and new ways of doing things from practical work. At the same time, they also frankly analyzed the existing problems and practical difficulties and made many important proposals and recommendations.
Concluding the conference, Comrade Vu Quyet Tien, Member of the Provincial Party Standing Committee, Secretary of the City Party Committee affirmed: Resolution 78 demonstrates the city's strong determination and aspiration for innovation to create fundamental changes in the appearance of rural urban areas, develop the socio-economy and improve the quality of people's lives, on the basis of preserving and promoting unique indigenous cultural values.
To promote the achievements and overcome the limitations, he requested the entire political system from the city to the grassroots to closely follow the goals and solutions to implement effectively, comprehensively and on schedule. In particular, the communes must have high political determination, the aspiration to build their homeland and eliminate the mentality of waiting and relying on others. Along with that, implementing solutions to develop agriculture and forestry associated with community tourism; transforming heritage and national identity into endogenous resources, driving forces for sustainable development; promoting digital transformation, improving the investment and business environment, attracting investors in the agricultural and rural sectors.
On this occasion, Ha Long City also awarded many collectives and individuals with outstanding achievements in implementing Resolution 78.
