At the question and answer session of the Hanoi People's Council on the afternoon of July 5, delegate Luu Quang Huy (Soc Son) questioned that currently, the state-owned housing fund assigned by the city to enterprises for management and exploitation still has many shortcomings and limitations.
For example, the Housing and Urban Development Investment Services Company (HUDS) is managing and leasing 500 kiosks in urban areas in districts and towns in the city. These kiosks are mostly located on the first floor of urban areas, so the ability to rent and generate profits is high.
However, for many years, HUDS has allowed the situation of tenants not paying rent to persist, specifically in the Viet Hung urban area (Long Bien). It is requested that the Director of the Department of Construction clarify the responsibility for the slow handling and rearrangement of the housing fund for state-owned houses assigned to enterprises for management and exploitation.
Responding to questions from delegates about public asset management, Director of the Department of Construction Vo Nguyen Phong said that after the Hanoi People's Council approved the public asset management project, the City People's Committee issued plans to implement and overcome limitations in this field.
Regarding the content of the delegates' concern at Viet Hung urban area, Mr. Vo Nguyen Phong said that in Viet Hung urban area, there are currently 112 kiosks. Housing and Urban Development Investment Corporation has reclaimed 65 kiosks, of which 35 kiosks have been handed over to the Ministry of Construction .
Some of the kiosks have not been recovered due to the contract period, the rest have been sued by HUDS, a member of HUD, at the Long Bien District People's Court to deal with the non-return of these kiosks. Of these, the Long Bien District People's Court has successfully mediated 1 case and declared HUDS the winner in 8 cases. The court will conduct the trial of the remaining cases in 2023.
Regarding the delay in organizing the auction of the right to rent the first floor and the unused housing fund for residence, the Director of the Department of Construction said that the city is managing more than 80,000m2 of this type of housing and land fund and there are still 33,000m2 of unoccupied units. The Department of Construction has issued 3 documents approving the auction list for 3 units. Including the Office Building Management Board in charge of 14,300m2, HUDS in charge of 14,012m2 and Hanoi Housing Investment and Development Corporation in charge of 5,497m2.
Of these, HUDS has organized auctions at 59 locations with an area of about 10,000m2 but only succeeded at 8 locations (area of more than 900m2), 51 locations have not been successful. Currently, the biggest problem is the regulation on revenue and expenditure estimates for housing funds not used for residence related to Circular 124 of the Ministry of Finance . Regarding this issue, the Ministry of Finance responded that it needs guidance from the Government. The city has directed the Department of Construction and the Department of Finance to separate the workload that can be done immediately for implementation.
