On the morning of June 28, the Hanoi People's Committee held a conference to review the first 6 months of 2024 of the pilot implementation of Project 06/Government; evaluate the results of establishing electronic health records, issuing criminal records on the VNeID application and announce the operation of a number of platforms and applications of Project 06/Government in the city.
The conference was directly connected to 30 districts and 579 communes, wards and towns with over 33,000 delegates who are members of the Steering Committees at all levels and Community Digital Transformation Teams throughout the city.
In recent times, Hanoi has achieved many outstanding results in implementing Project 06. Up to now, more than 6.5 million citizens of the capital have had CCCD, updated in the National Population Database; more than 5.2 million citizens have level 2 identification accounts; 19/30 districts, towns and cities have implemented digital updates of electronic civil status data records; data groups: Associations, unions; social security are being deployed by the city and continue to be expanded to build a common database system for the whole city; updated with the National Population Database for effective exploitation and use.
Hanoi continues to be the first locality nationwide to advise and report to the City People's Council to consider supporting the fee for providing criminal record information to people when implementing via VneID; the City budget will support about 9.7 billion VND until December 31, 2024.
The estimated cost reduction of state agencies when minimizing service factors at headquarters such as: electricity, water, space, facilities: paper, printing, human resources, working time - is estimated to reduce about more than 10 billion VND/year. Currently, on average, there are 1,000 Judicial Records files submitted via VneID per day...

Hanoi also synchronizes tax data with the national population database; completes policies, deploys solutions for electronic tax registration, declaration and payment, electronic invoice solutions generated from cash registers, focuses on interconnection, information sharing with industries... In the first 5 months of 2024, the city collected more than 2,500 billion VND in taxes from e-commerce platforms.
Hanoi has also piloted the construction of an Electronic Health Record System; Connecting and sharing people's health data with the "Digital Capital Citizen" application - convenient for looking up personal health data on indicators, risk factors, previous medical examination and treatment results (about 1.77 million data ready and continuing to be updated...).
Some other notable results include: within 21 days (from May 10 to May 31), the number of people registering to receive pensions and social insurance benefits via personal accounts reached 93.29%; doubled compared to the previous rate (about 45% and maintained over the years)... People in the area who are eligible to receive social insurance benefits, pensions and social insurance benefits can completely receive them via their accounts quickly and conveniently/no longer have to spend time going to transaction points or commune-level People's Committee offices to receive benefits - reducing travel time and ensuring safety of life and health for this group (about 51 billion VND/year).
As of June 20, 2024 (after 2 months of implementation), the total number of parking lots/spots implementing the pilot solution for cashless parking service payment in the city is 64 spots in 9/30 districts - an increase of 54 spots and 7 districts compared to the previous period. From April 15, 2024 to June 6, 2024: there were 148,899 transactions with a total amount of 1,768,291,053 thousand VND.
Estimated savings (due to lost revenue) for people are about 10.2 billion VND/year and budget reduction for vehicle parking businesses is about more than 4.2 billion/year/64 parking points.
Hanoi People's Committee announced the operation of some platforms and applications of Project 06.
The City People's Committee assessed that with the results achieved from the effectiveness of tax management - urban traffic management - health - public services, transparency, crime prevention and crime prevention in areas such as: tax evasion; taking advantage of policies for profiteering, protection... have been basically pushed back; tools for implementing the fight against crime and ensuring security and order in the area have been effectively implemented.
Hanoi also proposed many issues to the Government Working Group and Ministries to continue researching, supporting and resolving problems arising in the process of the city implementing its tasks, especially problems related to legal regulations and specialized regulations;
Implement technical solutions, unify and share data between Systems, specialized software, specialized databases of Ministries, branches with the city's system.
Hanoi also proposed the Ministry of Health to approve the city's pilot results; accept and evaluate the "Electronic Health Record System" that the city has completed construction for research and propose nationwide implementation....
At the conference, the Hanoi People's Committee announced the operation of a number of platforms and applications of Project 06 in the city, including: Digital Capital Citizen (iHanoi) - Touch to connect to create an important connection channel between the government and the people and businesses of the capital, contributing to creating a favorable investment and business environment, improving administrative reform indicators and people's satisfaction.
