Kinhtedothi - Hanoi People's Committee has just issued Decision No. 6376/QD-UBND announcing newly issued administrative procedures and replaced administrative procedures in the housing sector under the state management function of the Department of Construction.
Accordingly, the list of newly issued administrative procedures in the housing sector includes: Procedures for notification of eligibility to mobilize capital through capital contribution, investment cooperation, business cooperation, joint ventures, and associations of organizations and individuals to develop housing; procedures for converting housing functions for housing built in projects under the approval authority of the provincial People's Committee; procedures for notification of units eligible to manage and operate apartment buildings in cases where dossiers are submitted to the Department of Construction; procedures for approving investment policies at the same time as approving investors in projects to renovate and rebuild apartment buildings not using public investment capital; procedures for adjusting approval of investment policies at the same time as approving investors in projects to renovate and rebuild apartment buildings not using public investment capital; procedures for proposing investment incentive mechanisms as prescribed in Point c, Clause 2, Article 198 of the 2023 Housing Law; procedures for recognizing management boards.
The list of administrative procedures to be replaced in the housing sector includes: Procedures for extending the period of house ownership in Vietnam for foreign individuals and organizations; procedures for renting official houses under the management authority of localities; procedures for renting old houses belonging to public property in cases where there is no house lease contract; procedures for renting old houses belonging to public property in cases where the right to rent houses is transferred; procedures for renting old houses belonging to public property in cases where the lease contract is re-signed; procedures for selling old houses belonging to public property; procedures for resolving the sale of the common land area of old houses belonging to public property; procedures for appraising the selling price and lease-purchase price of social housing and houses for the people's armed forces; procedures for renting and lease-purchasing social housing invested and built by the State with public investment capital.
Administrative procedures No. 01 Section I of the Appendix List attached to Decision No. 6312/QD-UBND dated December 11, 2023; No. 18, 19, 20, 21, 24 of the Appendix List 2 attached to Decision No. 4758/QD-UBND dated September 22, 2023; No. 01 Section I of the Appendix List attached to Decision No. 1643/QD-UBND dated March 27, 2024 of the City People's Committee cease to be effective.
For administrative procedures under the jurisdiction of the Department of Construction, the District People's Committee and the City People's Committee assign the Department of Construction to preside over and coordinate with relevant agencies to develop internal procedures for submission to the Chairman of the City People's Committee for approval according to regulations.
For administrative procedures under the jurisdiction of the Department of Natural Resources and Environment, the City People's Committee assigns the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies to develop internal procedures for submission to the Chairman of the City People's Committee for approval according to regulations.
