Research on reducing and simplifying investment registration certificates

To continue reforming administrative procedures in the coming time, Prime Minister Pham Minh Chinh has signed and issued an official dispatch on strict control, focusing on cutting and simplifying administrative procedures, business conditions and implementing administrative procedures regardless of administrative boundaries.

The Prime Minister requested heads of sectors and localities to strictly control, assess impacts, and consult with affected subjects, especially regulations related to the private economy , enterprises, and business households. Public administrative agencies should proactively cut and simplify procedures, ensuring at least a 30% reduction in implementation time and compliance costs.

At the same time, fully and accurately publicize procedures, monitor implementation, amend and supplement inappropriate regulations. Research and reform licensing procedures in the direction of reducing and simplifying investment registration certificates, implementing online, and shortening market entry time.

Recently, implementing the direction of the Politburo and General Secretary To Lam, the Government, the Prime Minister, ministries, branches and localities have focused on cutting and simplifying administrative procedures and business investment conditions to facilitate production and business activities, contributing to promoting private economic development. Implementing the Resolutions of the Government, the Prime Minister approved the Plan to cut and simplify administrative procedures and business conditions under the management of 14 ministries and ministerial-level agencies; accordingly, it is expected to cut and simplify 2,051/4,888 administrative procedures, reaching a rate of 42%, cut 2,263/6,974 business conditions, reaching a rate of 32%; it is expected to amend and supplement 466 legal documents.

For localities, currently 25/34 provinces and centrally run cities have integrated and provided online public services with administrative procedures related to enterprises on the National Public Service Portal, reaching a rate of over 90%, of which 04 localities have reached 100%; 34/34 localities have published a list of administrative procedures regardless of administrative boundaries in the area.

However, according to reports from ministries, localities and data synthesis on the National Public Service Portal, there are currently a total of 668 local-specific administrative procedures, of which some localities have an increased number of specific administrative procedures; the rate of administrative procedures related to enterprises provided online by ministries is generally still low compared to the target set out in Resolution No. 66/NQ-CP dated March 26, 2025, of which 08 ministries achieved a rate of less than 50%;

03 localities have the rate of integration and provision of online public services for administrative procedures related to new enterprises reaching less than 70%; the list of administrative procedures not depending on the administrative boundaries of the provinces mostly only reaches the rate of about 50% to 95% of the administrative procedures being provided, of which some localities have only reached less than 10%. In addition, the business community continues to reflect that there are still some cumbersome administrative procedures, unnecessary business conditions, and prolonged time to enter the market....
