Specifically, at about 1:54 a.m. on November 24, the Hanoi City Police Command Information Center received a report of a fire in a 5-story house at Lot 54, Thanh Liet Street, Thanh Liet Ward. When the fire broke out, there were 5 people (including 3 children) trapped in the house.
The Command Information Center mobilized the Fire Fighting and Rescue Teams of Area 31 and Area 13; the Fire Prevention and Rescue Police Department dispatched 4 specialized fire trucks and 24 officers and soldiers to quickly arrive at the scene to coordinate with the Ward Police to deploy fire fighting and rescue work. The Fire Prevention and Rescue Police Department dispatched an additional command vehicle to the scene to directly direct the fire fighting and search and rescue work.
Authorities determined that the fire broke out in the kitchen area on the first floor of the house, trapping five people who could not escape through the main door. The fire commander immediately deployed a plan to guide the victims to move to the roof by stairs; at the same time, deployed a fire fighting team to promptly control the fire from spreading to the upper floors and neighboring houses. At about 2:36, the fire was completely extinguished.
Authorities used a specialized ladder truck to approach the scene and brought 5 people (including 2 adults and 3 children) to a safe place, in stable health.
The cause of the fire is being investigated and clarified by the authorities according to regulations.
Authorities recommend that in addition to preparing escape routes, people should proactively install early fire warning devices such as automatic fire detectors, cameras, etc. At the same time, people need to prepare on-site fire prevention and fighting equipment and demolition tools suitable for the scale, nature, and characteristics of their residence, such as: water, blankets, portable fire extinguishers, etc. to extinguish fires as soon as they arise; equip demolition tools (crowbars, pliers, etc.), flashlights, gas masks, soft towels to prevent smoke inhalation; rope ladders, slow-lowering self-rescue ropes, etc. to open doors and escape.
Equipment and facilities must be located in suitable and convenient locations for operation when necessary, ensuring that they are easily seen, easily accessible and close to the emergency exit.
