Speaking at the 18th Congress of Hanoi Party Committee, term 2025 - 2030, Vice Chairman of Hanoi People's Committee Truong Viet Dung emphasized that implementing the Central Government's policy on the double-digit growth target in the period 2026-2030, the Political Report of the City Party Congress sets the growth target economy Annual growth rate of 11% or more, GRDP per capita by 2030 will reach 12,000 USD.
Referring to action solutions, Mr. Truong Viet Dung said that the city will create institutional breakthroughs, continue to perfect and implement specific mechanisms, considering this a "breakthrough among breakthroughs". At the same time, Hanoi will focus on investing heavily in science - Technology, innovation and comprehensive digital transformation are considered key drivers of growth.

According to the Vice Chairman of the Hanoi People's Committee, the city focuses on "greening" the urban area, increasing the average green area to over 10 m²/person; 100% of solid waste is classified; 70% of urban wastewater, 40% in rural areas and 50% in craft villages is treated to standards.
"Before 2028, strive to complete renovation and 'revival' 4 inner-city rivers (To Lich, Lu, Set, Kim Nguu), treating water pollution in rivers and lakes in the area, increasing the rate of days with good air quality to 80% according to monitoring", Mr. Dung said.
In addition, Hanoi is promoting the implementation of transport-oriented urban development (TOD) models, aiming to build a smart capital, where digital government - digital economy - digital society - digital citizens are operated synchronously on a unified "one cloud - one network - one data warehouse" platform.

Hanoi is also preparing to start construction of a smart urban area in Yen Xuan commune with a scale of about 600 hectares, to form the Hoa Lac technology urban area.
Transport infrastructure is identified as one of the strategic breakthroughs, with the goal of completing about 100 km of urban railway, closing belt routes, building 9 bridges over the Red River and Duong River and gateway traffic intersections.
The city has set a roadmap to gradually reduce personal vehicles, develop a green and smart transport system, ensure energy security, and strive for public passenger transport to meet at least 30% of people's travel needs.
Along with urban development, Hanoi determines to take culture as the spiritual foundation of society, linking cultural development and ensuring social security with economic growth - towards people's happiness.
The city will develop cultural and tourism industries into spearhead economic sectors; promote the digitalization of heritage; build modern cultural and sports complexes; develop the model of "Global Learning City", "Cultural Center - a place where talent, intelligence and creativity converge".
In addition, Hanoi will continue to link socio-economic development with strengthening national defense, security and expanding international integration; maintain political stability and social security; strengthen cooperation with major cities at home and abroad, participate in the network of green, smart and creative cities - realizing the motto "Hanoi for the whole country, the whole country for Hanoi".
The city will increase investment in R&D to about 1% of GRDP, build a unified digital communication system, manage based on common data, ensure network security; at the same time, shift from "administrative management" to "development management" thinking - "digital transformation is change management".
The city aims to promote science, technology, innovation and digital transformation, aiming for the digital economy to account for 40-50% of GRDP by 2030; develop Hoa Lac into a semiconductor and AI R&D center, perfect digital government 4.0 and train 50,000 highly skilled human resources.
At the same time, Hanoi will renovate and rebuild the inner city, develop the space around Hoan Kiem Lake, West Lake and both sides of the Red River, turning the Red River into a new symbol of development of the capital.
