At the Conference to deploy the Government's Action Program to implement Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045 and promoting investment in the region, held on February 12, Chairman of the Hanoi People's Committee Tran Sy Thanh said that, as the locomotive and the nucleus of the region in particular and the Northern region in general in most fields, the capital city of Hanoi determines its responsibility for the development of the region and the whole country, together with the provinces and cities in the region, determined to strive to well organize the implementation of the goals, targets, tasks and solutions set out in the Government's Action Program. At the same time, urgently develop, promulgate and implement programs and plans in your locality, paying special attention to spatial connectivity and development linkages.

Along with the implementation of Resolution No. 15-NQ/TW, dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045, the implementation of Resolution No. 30-NQ/TW, dated November 23, 2022 of the Politburo and the Government's Action Program are important political bases and foundations for building strategic, long-term orientations for developing Hanoi Capital in the common space of the Red River Delta region and the whole country.

With the goal of developing the capital by 2030, with a vision to 2045 to become a smart, modern city with its own identity, becoming the center and driving force for regional and national development, Hanoi also strives to develop and integrate deeply into the international community, with a highly competitive economy in the region and the world, striving to develop on par with the capitals of developed countries in the region. The average GRDP growth rate in the period of 2021 - 2025 is higher than the average growth rate of the whole country; GRDP in the period of 2026 - 2030 increases by 8.0 - 8.5%/year; GRDP per capita reaches 12,000 - 13,000 USD. With a vision to 2045, Hanoi is a globally connected city with a high standard of living and quality of life, with GRDP/person reaching about 36,000 USD; Comprehensive, unique and harmonious economic, cultural and social development; typical of the whole country; with a level of development on par with the capitals of developed countries in the region and the world.

Developing the capital's industry to lead the country

Continue to innovate the growth model; effectively promote the potential and strengths of the Capital; effectively manage, exploit and use economic resources, take advantage of the achievements of the Fourth Industrial Revolution associated with innovation to restructure, improve productivity, quality and competitiveness of the economy, creating a driving force to promote the rapid and sustainable economic development of the Capital.

In particular, the orientation is to develop smart, civilized, modern service infrastructure with high added value such as finance, banking, insurance, logistics, develop cultural industry, tourism into a spearhead economic sector, especially cultural tourism.

Build some areas of Hanoi into leading shopping and goods and service exchange centers of the country and the region, applying digital technology and artificial intelligence (AI) in transactions and payments. Develop the capital's industry in the direction of high technology and modernity, prioritizing the development of industries with low carbon emissions and economical use of resources. The proportion of processing and manufacturing industry in GRDP by 2030 is about 20%. Develop the capital's agricultural sector to lead the country with the orientation of developing ecological agriculture, building modern countryside, and civilized farmers. The proportion of high-tech agricultural production value in the total agricultural production value in 2030 will reach 80% (2025: 70%).

Developing science and technology, innovation as the basis for renewing the growth model, creating a breakthrough to improve productivity, quality, efficiency and competitiveness of the economy. In particular, the focus is on building Hanoi into a leading innovation and creativity center of the country and the region with the core being Hoa Lac High-Tech Park, research institutes and universities. The proportion of digital economy in GRDP by 2030 will account for 40% (30% in 2025). At the same time, promoting research on breakthrough mechanisms and policies in building digital infrastructure, infrastructure serving science and technology and innovation, considering science and technology, innovation as the main productive force, the leading driving force, the premise and prerequisite for restructuring the economy and renewing the growth model.

Hanoi strives to become a regional center for developing core technology and digital technology, building mechanisms to encourage businesses to participate in linking with schools, institutes and research facilities in the city; at the same time, promoting international cooperation in research and application of science and technology.

Turning the Capital's cultural identity into a development resource

Chairman of Hanoi City Tran Sy Thanh emphasized the solution to develop urban areas and synchronous infrastructure in Hanoi Capital in the direction of promoting connectivity and regional development, with Hanoi Capital playing a core and spreading role.

Building Hanoi into a smart, modern, green, clean, beautiful, secure and safe urban area; developing modern, harmonious and unique rural areas to create a spillover effect, connecting the Northern urban area and the whole country. The capital Hanoi is the growth pole of the Northern Dynamic Region (Hanoi - Hai Phong - Quang Ninh). Strive to have 3-5 districts by 2025 and 1-2 more districts by 2030 to develop into districts. Research on increasing the urban development land ratio and building a model of a city directly under the capital in the Northern region (Dong Anh, Me Linh, Soc Son) and the Western region (Hoa Lac, Xuan Mai)... The urbanization rate by 2030 is expected to reach about 75%.

Focus on investing in and upgrading the synchronous, modern and smart infrastructure system, in line with development trends. Prioritize the development of key infrastructure in transportation, energy, and digital infrastructure to create a foundation for the development of the digital economy and digital society.

Accordingly, the capital's transport system basically meets the transportation needs of society, striving to build a smart transport network system, gradually reducing traffic congestion and accidents. Together with the national transport system, forming a synchronous and modern transport system of the capital, ensuring connection and reasonable development between transport modes; striving to basically complete by 2027; striving to prepare for investment in the Ring Road 5 project before 2030. The ratio of traffic land area/urban land by 2030 will reach 15-20%. The rate of public passenger transport will reach 45-50%.

"Promoting the role of Hanoi as the center and driving force for the development of the Red River Delta, the capital region and the whole country with areas that need to be focused on development such as: developing high value-added manufacturing and processing industries, high-tech industries, digital economy, finance, banking, tourism and smart cities", the Chairman of the Hanoi People's Committee said and pointed out that by 2030, the capital will develop on par with the capitals of developed countries in the region. By 2050, Hanoi will become a globally connected city, with a development level on par with the capitals of developed countries in the region and the world.
