Start receiving applications to buy social housing at Thang Long Green City project
From November 10, Hanoi officially accepted applications to buy social housing at the Thang Long Green City project, located in plot CT3, Kim Chung New Urban Area (Thien Loc commune, Hanoi).
The project is invested by a joint venture between Handico and Viglacera, with the application period extended to December 19.

People can contact and submit their applications at the Cultural - Information - Sports Center of Thien Loc Commune. This is one of the largest social housing projects in Hanoi in the final phase of 2025.
Thang Long Green City project is built with 3 12-storey apartment buildings (CT3A, CT3B and CT3C) with a total of 1,104 apartments. Of which, 589 are for sale, 212 are for rent, 128 are for hire purchase and 175 are for commercial use.
The estimated selling price for a social housing apartment is 18.4 million VND/m² (including VAT and maintenance fee). Based on an average area of 30 - 35 m², an apartment will have a starting price of about 550 - 650 million VND.
In addition, the estimated rental price is 91,700 VND/m²/month, and the purchase price is 312,860 VND/m²/month with a 5-year purchase period. The Hanoi Department of Construction said that these prices are only estimated and will be officially approved according to regulations.
Demand for social housing increases sharply in Hanoi
Hanoi Department of Construction said that along with the Thang Long Green City project, in early October the city also opened to receive applications for purchasing and renting social housing in Thuong Thanh (Bo De ward, Long Bien district).

Thuong Thanh project consists of 3 22-storey buildings (CT1, CT2, CT3) with a total of 1,951 apartments, of which 1,765 are for sale and 186 are for rent. Apartment area ranges from 32 m² to nearly 70 m², meeting the diverse needs of the people.
This project is implemented by the Joint Venture of Him Lam Thu Do Company and BIC Vietnam, with an average selling price of 29.4 million VND/m² (including VAT but excluding maintenance fee). This is the social housing project with the highest price in Hanoi to date.
Time for submitting application and signing contract
People who want to buy or rent social housing in Thuong Thanh can submit their applications from October 1 to November 4, 2025, except Sundays. According to the plan, CT1 building will start signing contracts from November 24, 2025, while CT2 and CT3 are expected to start from January 26, 2026.
With the consecutive opening of two large projects, Thang Long Green City and Thuong Thanh Hanoi, the social housing development program is being promoted, helping people with low and middle incomes have more opportunities to own stable housing.
The Hanoi government aims to bring thousands of social housing apartments to the market in the 2025-2026 period, with different prices suitable for each target group.
The opening of the Thang Long Green City project for sale with prices starting from nearly 600 million VND/unit is considered a positive step forward in housing policy for workers, young civil servants, public employees and low-income households living in the capital.
