Reporting on 15 years of implementing Resolution 15 of the National Assembly on expanding administrative boundaries, Hanoi City said that it is currently speeding up the progress of planning the capital for the 2021-2030 period, with a vision to 2050.
Accordingly, the city will make breakthroughs in infrastructure, especially the beltway system, radial axis, and road bridges; complete a number of key and urgent traffic projects in the area.
Specifically, Hanoi strives to complete Ring Road 4 before 2027; aims to build Ring Road 5 before 2027. In the coming time, it will speed up the progress of elevated transport and urban railway projects.
Hanoi aims to soon complete ring roads and radial traffic axes.
According to the detailed planning approved in 2014, Ring Road 5 is about 331km long (not including 41km running on Noi Bai - Ha Long, Hanoi - Thai Nguyen, Noi Bai - Lao Cai expressways and National Highway 3); passing through 36 districts, towns and cities of Hanoi, Hoa Binh, Ha Nam, Thai Binh , Hai Duong, Bac Giang, Thai Nguyen, Vinh Phuc.
Of which, the section through Hanoi is 48km long, through Hoa Binh is more than 35km; through Ha Nam is more than 35km; through Thai Binh is more than 28km; through Hai Duong is nearly 53km; through Bac Giang is about 50km; through Thai Nguyen is nearly 29km, through Vinh Phuc is more than 51km.
The road has a scale of 4-6 lanes, a minimum roadbed width of 22-33m and has access roads on both sides. The investment capital requirement for Beltway 5 - Capital Region is about 85,560 billion VND (calculated at 2013 prices).
In a recent document responding to voters in Bac Giang province, the Ministry of Transport (MOT) said that in the road network planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, the Ring Road 5 - Capital Region section through Bac Giang province is about 50km long, with a 6-lane expressway scale, and the investment process before 2030.
The Ministry of Transport assesses that early investment in putting Ring Road 5 into operation in general is necessary to create momentum for socio-economic development in the region.
Due to the limited allocation of the Ministry of Transport's medium-term public investment plan for the 2021-2025 period, it is not possible to arrange capital sources to implement investment in Ring Road 5 in general in the 2021-2025 period.
In recent times, many localities (Vinh Phuc, Ha Nam, Thai Binh, Thai Nguyen) have proactively invested in construction and put into operation a number of sections on the belt road.
