Many typical counterfeit violations
In recent times, the Hanoi Market Management Department has strengthened inspection and control of food safety, including dairy products, especially during peak months. In the first 6 months of 2025, the Department inspected 645 cases, imposing administrative fines of tens of billions of VND. In addition, the unit seized 232 thousand smuggled products of unknown origin, including about 39 tons of frozen products.
Mr. Duong Manh Hung, Deputy Head of the Hanoi Market Management Department, mentioned some typical cases in recent times. The first was the discovery of violations at a confectionery production facility in La Phu. Through inspection, the unit seized more than 23,000 products. All of these products showed signs of violating the origin. Considering that the case had signs of a crime, the Department transferred the case file to the police for investigation.
In the second case, through inspection of 5 rice trading establishments in Hanoi, the Department discovered and temporarily seized 2.5 tons of rice with signs of counterfeiting.
The third case involved milk products, where the Department discovered 3,000 cans of powdered milk without labels. In addition, the Department also discovered thousands of boxes and bags of milk with signs of erasure or altered expiration dates...
The above cases were all transferred to the police for investigation and handling.
However, with the rapid increase and diversity of products, authorities face many challenges in the inspection and handling process.
Mr. Duong Manh Hung shared: "Through the inspection process, we faced many difficulties and challenges. Most of these subjects often operate in a wide range, on inter-provincial and inter-route routes; organize production in remote areas, border areas of provinces and cities... Many subjects take advantage of modern technology, e-commerce, and social networks to conceal violations, making it difficult for investigation and verification.
On the other hand, subjects can easily create many different accounts on Zalo, Facebook, Tiktok..., without a fixed address or warehouse, but mainly promote products on websites, social networks, then transfer products via express delivery, online payment... so the inspection process is difficult.
In addition, according to Mr. Duong Manh Hung, the coordination of information between functional agencies is sometimes not the most synchronized. The work of appraisal, assessment of product quality, product content indicators as well as coordination between units is not tight. The work of storing and preserving goods after being seized is also a difficult problem because currently, the warehouse system is still lacking.
The capital cannot afford to lose food safety.
Representative of the market management agency, Mr. Duong Manh Hung, Deputy Head of the Hanoi Market Management Department, said that with the rapid development of society and practical life, current food safety regulations have revealed many shortcomings that need to be revised and supplemented, especially in the management of drug and functional food trading in the e-commerce environment.
Specifically, there is a lack of clear regulations on the management and decentralization of food safety management for transport units, delivery units, business establishments, etc. Vietnam is among the countries with the fastest e-commerce growth rate in the world . Online business activities on social networks as well as on social applications are increasingly popular, especially in big cities.
According to regulations, these businesses must notify and register with the competent state agencies. However, many establishments do not do this, causing difficulties for the authorities in determining the production and business locations, warehouses for goods as well as the work of checking and tracing the origin of goods.
In addition, the operation of some online businesses is increasingly sophisticated (such as some recent cases involving famous people and social influencers).
"Implementing the direction of General Secretary To Lam , concretizing the city's policy that the capital cannot allow food safety to be compromised, we will declare a more fierce fight against counterfeit goods, determined to do well the task of protecting the rights and legitimate interests of legitimate businesses as well as protecting the health of consumers," Mr. Duong Manh Hung emphasized.
Regarding the issue of propaganda and ensuring food safety in localities, Mr. Duong Manh Hung said that in the context of increasingly sophisticated violations, consumers need to become smart consumers. People need to choose reputable websites, buy genuine products and carefully refer to reviews, feedback, and comments from other users about the quality of that product before deciding to buy.
On the business side, it is necessary to proactively protect their products by using QR codes so that consumers can check and trace the origin of the products themselves. "Every citizen can become a market manager," said Mr. Hung.
