Hanoi removes obstacles and expedites progress on key transportation projects.

On the morning of August 27th, Tran Sy Thanh, Member of the Central Committee of the Party, Deputy Secretary of the Hanoi City Party Committee, and Chairman of the Hanoi People's Committee, chaired a meeting to hear reports and expedite the progress of several key transportation projects.

Attending the meeting were Standing Committee member of the Hanoi City Party Committee and Vice Chairman of the Hanoi People's Committee Duong Duc Tuan; and leaders of departments, agencies, districts, and communes.

Obstacles in land clearance work

Reporting on the progress of several key transportation projects, a representative from the Hanoi City Transportation Construction Investment Project Management Board stated that, for the Ring Road 4 – Hanoi Capital Region construction project, the allocated capital to date is over 17,965 billion VND, with over 9,837 billion VND disbursed, reaching 54.76%, including over 2,024/7,300 billion VND disbursed in 2024, reaching 27.72%.

Regarding land clearance for component project 1.1, localities have cleared 779.92/798.67 hectares, reaching 97.65%, with 18.75 hectares remaining to be cleared. It is expected that districts and counties will complete the additional land acquisition and handover before September 30, 2024. The Project Management Board has received 771.46/779.92 hectares, equivalent to 48.35km/52.43km, reaching 98.92% of the land cleared to date. Localities have basically completed the approval of land prices at both the outbound and inbound ends, completed the technical infrastructure for 13/13 resettlement areas, and arranged resettlement for 273/818 households.

Regarding the implementation of component project 2.1, the contractors of the four construction packages are currently deploying 32 construction teams simultaneously to accelerate the stockpiling of sand and earth fill at the construction site and to carry out load testing at locations that meet the necessary conditions. After 14 months since the commencement date, the output to date has reached approximately 1,261/4,205 billion VND (30%). The project is expected to be completed in the fourth quarter of 2025.

For component project 3, the goal is to complete the investor selection process in December 2024; negotiate, finalize, and sign the contract in January 2025; and commence the public investment sub-project in February 2025.

For the project to renovate and upgrade National Highway 6, the Ba La – Xuan Mai section, the total investment is 9,590 billion VND, divided into 3 component projects. The Project Management Board is currently implementing construction work on 3 out of 5 main construction packages in Chuong My district, spanning 15.87 km, and 2 out of 5 packages in Ha Dong district. Construction is expected to begin in the third quarter of 2024; however, the project is facing difficulties in land handover. To date, Chuong My district has handed over 20.48 hectares out of 85 hectares for construction, reaching 24.1% of the total land area along the route; the handed-over sections are still fragmented and disjointed; and land in Ha Dong district has not yet been handed over for construction.

Regarding the investment project for the construction of the Thang Long Boulevard expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway, the Hanoi City Civil Construction Investment Project Management Board stated that the total investment for the project is 5,249 billion VND. To date, 76,154.1 m2 of land has been handed over in Tien Xuan commune (Thach That district), and construction is underway on bored piles (45/68 piles) and concrete structural elements (13/128 beams) for the construction of the overpass at Km2+522.5 (part of package 31); currently, the project is awaiting land clearance to continue construction.

Organize a campaign to expedite land clearance for key projects.

After hearing the opinions of representatives from departments, agencies, and units, concluding the meeting, Chairman of the Hanoi People's Committee Tran Sy Thanh requested that departments, agencies, units, and localities must be more determined, change their mindset, awareness, way of thinking, and way of working, and quickly complete transportation infrastructure projects to serve the socio -economic development of the Capital.

To expedite land clearance work and accelerate project progress, Chairman of the Hanoi People's Committee Tran Sy Thanh requested the issuance of a directive to organize a land clearance emulation campaign for key city projects from now until the end of 2024. This directive should outline methods and solutions to overcome difficulties and obstacles in land clearance work.

According to the Chairman of the Hanoi People's Committee, departments and units need to accelerate the progress of projects on a weekly and monthly basis. Districts and communes need to be more decisive in implementing land acquisition and site clearance, preventing re-encroachment on cleared land, and avoiding the emergence of "hot spots" of social order in project areas.

Requiring resettlement work to ensure that people have housing, guaranteed income, and living conditions equal to or better than their previous homes, Chairman of the Hanoi People's Committee Tran Sy Thanh requested that units apply the regulations harmoniously, appropriately, and in accordance with the law, and not let minor issues or obstacles delay the progress of key projects of the city.

"For the Ring Road 4 project in the Hanoi Capital Region, districts and communes should strive to complete all land clearance work by November 2024 at the latest to hand over the land, accelerate construction progress, and disburse project funds," emphasized Chairman of the Hanoi People's Committee Tran Sy Thanh.
