Hanoi's budget revenue reaches 250,120 billion VND in the first quarter of 2025

Speed ​​up progress of key projects

Implementing the Government's resolution on growth targets for sectors, fields and localities to ensure the national growth target of 8% or more in 2025, the City People's Committee has issued an Action Program, with 25 targets, 97 main tasks and solutions and 95 specific tasks.

Accordingly, Hanoi has reorganized and completed the organizational structure of specialized agencies, administrative organizations, and public service units in the government sector. After the reorganization, the City People's Committee issued a Decision on assigning, adjusting, and supplementing the 2025 state budget estimate to agencies and units; issued decisions specifying the functions, tasks, powers, and organizational structure of specialized agencies and other administrative organizations according to regulations to organize implementation according to the new organizational model from March 1, 2025...

With drastic direction, in the first quarter of 2025, the total state budget revenue in the area reached VND 250,120 billion (reaching 49.5% of the estimate, up 69.3% over the same period). GRDP increased by 7.35%; of which services increased by 8.34% - 1.35 times higher than the same period (5.98%), higher than the scenario at the beginning of the year (8.05%); industry increased by 5.36%, construction increased by 5.9% - both higher than the same period.

Foreign investment attraction reached 1,415.4 million USD, up 48.2% (achieving 47.2% of the target for the whole year 2025). The market is stable, the consumer price index increased by an average of 2.75% - within the control level of under 5%. The total number of tourists reached 1.83 million, up 18.69%; of which, international tourists reached 1,321 thousand, up 17.29%.

The City People's Committee has directed the urgent implementation of key projects and works. Specifically, the Ring Road 4 Project - Capital Region, after more than 1 year of construction, is gradually taking shape, and has disbursed 14.9% of the capital plan (updated to April 3, 2025).

The Ring Road 1 project, Hoang Cau - Voi Phuc section (phase 1) has so far disbursed 50.9% of the capital plan; the National Highway 6 renovation and upgrade project, Ba La - Xuan Mai section, has so far disbursed 14% of the capital plan; the Thang Long Highway project, the section connecting National Highway 21 to Hanoi - Hoa Binh Expressway, has so far disbursed 24.6% of the capital plan.

The city is speeding up investment procedures to soon start construction of 3 bridges across the Red River: Tu Lien, Tran Hung Dao and Ngoc Hoi in 2025. With the Yen Xa Wastewater Treatment System project in Hanoi, the wastewater treatment system from To Lich River to the factory for treatment has been basically completed. In the first 6 months of 2025, Yen Xa wastewater treatment plant will go into trial operation.

New rural construction continues to be promoted. Up to now, Hanoi has completed 8/8 criteria for provinces and cities completing the task of building new rural areas in the period of 2021-2025. On February 28, 2025, the City People's Committee completed the dossier, submitted for appraisal, consideration and recognition of Hanoi completing the task of building new rural areas in 2024.

In particular, the development of science, technology, innovation and digital transformation continued to be promoted. The city continued to hold the leading position in the country in the Local Innovation Index (PII). Cultural activities and festivals took place vigorously and widely; of which more than 800 festivals were organized solemnly, safely and in accordance with regulations. Social security work was ensured; social policies were implemented promptly, fully and to the right subjects.

Implementing the "green lane" mechanism to handle administrative procedures

Notably, the city has directed the implementation of a "green lane" mechanism to handle administrative procedures, requiring immediate processing within 24 hours of receiving documents for 10 important infrastructure construction projects.

The city has set up a hotline, website, email, Facebook, and Zalo of the responsible unit to receive and respond to suggestions from organizations and individuals about delays in processing "green lane" records within 48 hours of receiving feedback and suggestions according to functions, tasks, or instructions, and forward them to competent authorities for resolution and response according to regulations.

Regarding the disbursement of public investment capital, according to the city's 2025 public investment plan assigned by the Prime Minister, it is VND 87,130 billion (1.13 times higher than the 2024 plan), accounting for 10.5% of the total capital of the country as decided by the National Assembly to allocate. The accumulated disbursement of the city's 2025 public investment plan as of March 31, 2025 is VND 7,925.8 billion, reaching 9.1% of the plan.

The city also assesses the impact of changes in countries' trade policies, develops scenarios to respond to market fluctuations, and has appropriate adaptation solutions.

At the same time, the city focuses on improving the business investment environment, promoting business development, including private enterprises; supporting businesses in implementing pilot, specific, breakthrough mechanisms and policies, "green channels" and "green lanes" mechanisms to simplify and shorten the time to handle administrative procedures; thoroughly decentralizing and delegating power, minimizing intermediate steps.

Strive to disburse at least 95% of public investment capital

In particular, Hanoi continues to promote and strive for the disbursement rate of public investment capital in 2025 to reach at least 95% of the assigned plan, in the spirit of taking public investment as the leader, activating and attracting social investment.

The city will implement capital planning solutions appropriate to the practical situation; focus on removing bottlenecks and bottlenecks in project implementation, focusing on site clearance.

Focus on directing the implementation of projects under the direction of the Party and State leaders, such as bridges across the Red River; strive to start construction of Tu Lien Bridge on May 19, 2025; start construction of Tran Hung Dao Bridge on October 10, 2025; start construction of Ngoc Hoi Bridge to welcome the 14th National Party Congress; speed up investment procedures for urban railway line No. 5 (Van Cao - Hoa Lac), inter-regional investment project of the Road connecting Gia Binh Airport (Bac Ninh) to the center of Hanoi city...

Along with that, Hanoi speeds up the progress of documents implementing the 2024 Capital Law, the National Assembly's Resolution on new and breakthrough policies on investment, finance, bidding, and controlled testing; encourages and promotes the effectiveness of science and technology funds, venture capital funds, startups, and innovation; applies the models of "public investment - private management", "private investment - public use", "public leadership - private governance".
