According to Chairman of Phu Xuyen District People's Committee Le Van Binh, if we do not transform digitally, we will fall behind. This is the consistent thinking throughout the leadership and direction of the district. District leaders always closely follow Resolution No. 57 to proactively create a digital transformation roadmap...

Phu Xuyen considers innovation as a key driving force, applying science and technology, especially digital technology and artificial intelligence (AI) as breakthrough tools. Digital technology is boldly applied by the district in various fields, gradually forming a digital economic ecosystem right on the traditional foundation.

Accordingly, Phu Xuyen is at the forefront of supporting businesses and people to accelerate digital transformation. From a starting point of nearly 0, Phu Xuyen reached a scale of 1,100 billion VND in 2024 and in just the first 4 months of 2025, it reached 750 billion VND, expected to reach 2,500-3,000 billion VND for the whole year. The district proactively built and managed social media accounts, such as: "Phu Xuyen Craft Village" on Facebook and TikTok, channels to promote and livestream selling typical craft village and agricultural products, attracting hundreds of thousands of followers.

"The above achievements are thanks to the drastic management of the district leaders, the participation of the entire political system in the district, and most of all, the quickness of the local people," emphasized Le Tien Xuan, Deputy Head of the Department of Agriculture and Environment of Phu Xuyen district. From 2023 to present, the district has organized hundreds of training courses on e-commerce, AI application... for officials, craft villagers, owners of small-scale handicraft establishments... A series of programs, such as: "Market on the cloud", "Livestream sales"... bring Phu Xuyen products to the domestic and international markets.

Not only that, Phu Xuyen also cooperates with the National Economics University, the University of Industrial Fine Arts... to support craft villages in terms of models, designs, and brand positioning on digital platforms. Many products of Phu Xuyen craft village: Phu Yen leather shoes, Chuyen My mother-of-pearl inlay, Tan Dan wood carving... are sought after by customers on major e-commerce platforms.

Phu Xuyen District People's Committee also accelerated the completion of technical infrastructure of 4 craft village industrial clusters: Phu Tuc, Dai Thang, Phu Yen, Van Tu, to attract investment. At the same time, proposed the city to approve the establishment of new craft village industrial clusters in the communes: Van Hoang, Quang Ha, Nam Tien, Phuong Duc, Tan Dan, Hong Minh...

In recent years, many large projects have registered to invest in the South Hanoi Supporting Industrial Park, such as: Taiwan's Inventec Group with 125 million USD to produce electronic components; Mitac invested 66 million USD; Golden Spectrum International invested 30 million USD to produce heat dissipation modules; Trio Technology invested 32 million USD to produce inductors... Tomeco Supporting Industry Joint Stock Company and THT Company Limited also registered to invest hundreds of billions of VND in the fields of mechanical engineering, metal structure accessories, screws... These secondary projects have been granted investment certificates, are completing procedures, and are expected to officially operate in 2025-2026, contributing to the growth of high-tech industry, creating many jobs for local workers...

...to digital society, digital government

Currently, Phu Xuyen has completed the digital government infrastructure: All agencies have used software for document management and general operations; 100% of units have deployed digital signatures and electronic payments. From October 2024, the district will complete the payment of pensions and social insurance benefits without using cash, providing free bank accounts and digital signatures to people, especially vulnerable groups; more than 80% of administrative records are processed online, putting Phu Xuyen's administrative reform index in the leading group of the whole city.

In the digital society sector, the rate of adults in the district with electronic identification accounts reached 90.7%, electronic payment accounts reached 51%, and digital signatures reached 25.5%. The health sector has basically completed the establishment of electronic health records (98.3% of the population), 100% of medical facilities use chip-embedded citizen identification cards integrated with health insurance cards, and cashless hospital fee payments...

Regarding education, the district has 100% of teachers granted personal digital signatures, 100% of educational institutions implementing cashless fee collection via the Enetpay system, successfully piloting digital primary school transcripts, and using 100% of digital libraries. More than 4,000 teachers in the area have been trained, coached, and effectively used AI, making teaching and learning more dynamic.

Head of the Department of Culture - Information and Science of Phu Xuyen district, Nguyen Xuan Quynh, emphasized that Phu Xuyen is gradually forming digital citizens and digital culture with training courses for officials, teachers, and people on the application of artificial intelligence in work, life, and commercial livestreaming ...

Agencies and units: Electricity and District Social Insurance have also completely digitized the payment process, ensuring 100% cashless transactions.

According to Chairman of Phu Xuyen District People's Committee Le Van Binh, these results are the crystallization of the mindset of daring to think big, acting quickly and decisively, and closely following the spirit of Resolution No. 57 of the Politburo. Digital transformation is not simply the application of technology, but a comprehensive revolution in thinking, organization, and methods of serving people; arousing the spirit of initiative, creativity, and responsibility of the entire political system.
