Hanoi: Implementing solutions to overcome environmental and urban "bottlenecks"

(PLVN) - On November 26, the Hanoi People's Council, term XVI, 2021 - 2026, opened its 28th session to carry out important contents under its authority. At the session, the Hanoi People's Council passed the Resolution on the Socio-Economic Development Plan of Hanoi in 2026, which clearly stated the requirements to implement solutions to overcome 5 "bottlenecks" regarding flooding; traffic congestion; environmental sanitation, air pollution; food safety and hygiene; and urban order.

Speaking at the opening session, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc stated that the capital city of Hanoi and the country are entering a new era of development, the amount of work that the city needs to complete and the tasks set for all levels and sectors of the city are extremely large, some of which are unprecedented. In that context, the city's authorities at all levels need to renew their thinking and act more decisively.

Also at the meeting, the Secretary of the Hanoi Party Committee added that after the Politburo agreed on the policy of amending and supplementing Resolution No. 15-NQ/TW, the Law on the Capital and two major plans of the Capital, Hanoi is focusing on researching and reviewing to build a master plan of the Capital with a hundred-year vision. The City is also urgently working with competent authorities to submit to the Government for consideration, report to the National Assembly for consideration, and issue resolutions on the special and outstanding mechanisms and policies of the Capital right in the ongoing 10th Session.

At the meeting, with the majority of delegates voting in favor, the Hanoi People's Council passed the Resolution on the socio-economic development plan for 2026 of Hanoi with 26 main targets, such as GRDP increase of 11%; GRDP/person 198 million VND...

Towards this goal, the Hanoi People's Council proposed the requirement to continue perfecting the institution for comprehensive, synchronous and feasible development of the capital with specific mechanisms and policies in the direction of both ensuring state management requirements and encouraging creativity, liberating production capacity and unlocking resources.

The resolution emphasizes the implementation of solutions to overcome 5 "bottlenecks" of flooding; traffic congestion; environmental sanitation, air pollution; food safety and hygiene; urban order. Coordinate planning adjustments to contribute to the formation of a synchronous urban railway network, linked with urban development, interconnected, multi-modal connection with other types of transport, minimizing environmental pollution.
