
Implementing the pilot plan to build a model ward for urban order and civilization, the functional forces in Hoan Kiem, Cua Nam and Ba Dinh wards have simultaneously launched a campaign to handle violations of construction order and sidewalk encroachment on busy streets such as Hang Ma, Hang Luoc, Hang Cot, Phung Hung... According to Lao Dong's records on November 27, most of the businesses on Hang Ma street have removed their roofs, cleaned up the sidewalks, and piloted the Plan 06 on building a model ward of the city.

Some canopies and iron frames that have existed for many years on the street were dismantled, with the cooperation of local residents and authorities.

According to the report, Hoan Kiem ward organized the removal of 125 illegal canopies and billboards or those that obscured the sidewalk; and rearranged 15 garbage collection points into "green check-in" corners for residents and tourists.

Some businesses had to temporarily close to remove and re-install their roofs and arrange their goods. However, most businesses have resumed operations, and residents and tourists still stroll along Hang Ma Street to shop for Christmas decorations.

On Hang Ma Street, many shops have brought their goods inside, returning the sidewalks to their original state. The road is less congested , and tourists can leisurely walk on the sidewalks to look around and shop for their favorite items.

Ms. Thanh Hai (Cau Giay, Hanoi ) shared: “Before coming to Hang Ma Street, I was used to the sight of goods displayed on the sidewalk, having to walk on the street. Traffic was congested, especially on weekends. Although the stalls were more crowded than before, I was still happy because it was easier and safer to go shopping.”

Many Western tourists stroll and shop on Hang Ma Street.

Sharing with Lao Dong, Ms. Linh, a business owner who has been running a business on Hang Ma Street for nearly 20 years, admitted that the renovation has reduced the display area. The goods are stacked on top of each other, making them less attractive, affecting the store's revenue.

Another trader said that the time it takes to dismantle and clear the sidewalk makes it impossible for them to do business. However, the traders all understand and agree with the local government's policy of returning the sidewalk to pedestrians.

Although the bustling atmosphere has somewhat decreased, traders hope that Hang Ma Street will soon become crowded and bustling again as people and tourists get used to the street's new look.

The pilot project to build a model ward for urban order and civilization will be implemented in 3 phases. Phase 1 focuses on basic investigation, propaganda, and order arrangement from November 15, 2025 to November 30, 2025. Phase 2 will focus on general inspection, handling, and clearance of violations from November 30, 2025 to December 31, 2025. Phase 3 will maintain inspection, prevention, and re-offense prevention from January 1, 2026 to February 15, 2026. With a methodical plan, Hanoi hopes to bring positive results, contributing to building more open, civilized, and convenient streets for residents and tourists.
