In phase 1, when repairing the lighting system near the left and right sidewalks of Vo Nguyen Giap Street, the construction unit will arrange mobile barriers near the sidewalks in both directions from Hanoi to Dong Anh and vice versa. The barriers are 80m long and 4m wide; the remaining 11m of road surface still ensures traffic circulation according to the current traffic organization plan.
In phase 2, when repairing the lighting system near the median strip, the construction unit will install mobile barriers in the lane near the median strip in both directions. The barrier parameters remain the same: length 80m, width 4m; the remaining 11m of road is reserved for vehicles to circulate according to the current status.
The traffic organization time for construction starts from November 22, 2025 to February 14, 2026. During holidays, New Year, festivals or when requested by the authorities to ensure traffic safety, the investor must direct the clearance of machinery, materials, rocks, etc. and return the site.

To ensure effective traffic organization, the Hanoi Department of Construction requires the Technical Infrastructure Management Center and the construction unit to implement a rolling construction method for each 80m section to limit congestion. At the construction area, there must be barriers, reflective tape, a sign system and 3 layers of warning signs in front of the barriers to guide people and vehicles.
The Hanoi Department of Construction also requested the Traffic Police Department to coordinate in guiding and directing traffic flows, ensuring safety and avoiding congestion; and strictly handle violations of the Road Traffic Law. According to the regulations of the City People's Committee, construction units are not allowed to perform construction during rush hours: from 6am to 9am in the morning and from 4pm to 7:30pm in the afternoon every day. Vehicles serving the project must gather outside the route to minimize congestion.
In addition, the Hanoi Department of Construction said that this November, the authorities will ban both trucks and passenger cars (including tourist cars and contract cars) in lane 1 on the Nhat Tan - Noi Bai axis (Vo Nguyen Giap Street) instead of banning only trucks as in the previous plan. This plan has also been agreed upon by the Hanoi Department of Construction with the City Police.
Previously, survey results from specialized agencies showed that, from the road leading down to Nhat Tan bridge to Thiep river bridge (near the intersection with extended National Highway 5), cars and motorbikes were circulating in a mixed manner.
The section starting from Thiep River Bridge to the intersection of Vo Van Kiet - National Highway 2, about 10km long, is clearly divided into two parts, including: Road for cars operating according to expressway standards and road for mixed vehicles (urban roads running parallel on both sides).
The road section for cars, 8 lanes wide (4 lanes on each side) meets the conditions and standards to ban trucks and passenger cars from lane 1. The Department of Construction assigned the Traffic Infrastructure Maintenance Board to install a traffic and lane division sign system. The installation will be completed this week to ban trucks from lane 1 on the Nhat Tan - Noi Bai axis, which will be implemented from November.
