In order to ensure the safety of people and vehicles participating in traffic, the Ministry of Construction requested the Vietnam Road Administration to direct the Road Management Zones III and IV to coordinate with the Departments of Construction of the provinces: Khanh Hoa, Dak Lak, Gia Lai , Lam Dong to organize on-duty, remote traffic flow, assign guards, install buoys, barriers, and signals at flooded locations, overflow tunnels, broken roads, and landslides; control traffic, and proactively regulate traffic. Units deploy road closures at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in the areas affected by the Ba River and Kon River basins... resolutely not allowing people and vehicles to enter these locations.
The Department of Roads is also assigned to direct road management units to focus on inspecting, reviewing, and promptly repairing landslides and traffic routes, ensuring smooth traffic; focusing on ensuring safety for people, construction equipment, and construction items under construction to overcome consequences caused by floods.

The Vietnam Railway Authority and the Vietnam Railway Corporation are responsible for directing railway management and maintenance units to strictly implement the patrol and guard regime at key railway works and locations, especially those in the Ba River basin (Dak Lak), Kon River (Gia Lai) and rivers in Khanh Hoa. Units must concentrate machinery, vehicles, and human resources to be ready and proactively respond promptly when incidents occur; Develop effective plans to ensure safety at bridges at risk of being swept away by floods to maintain the stability of railway infrastructure.
Units must coordinate with relevant agencies and units in localities where railway traffic is congested to arrange essential supplies for passengers on trains that must stop at stations. On the side of the Vietnam Maritime and Waterways Administration, the Ministry of Construction requires that it directs units managing and maintaining the route to coordinate with local forces to request watercraft anchored near river bridges to urgently move to a safe location. If a drifting vehicle is detected, it must promptly notify local authorities to coordinate handling.

In order to limit the risk of flooding in urban areas of localities, the Ministry of Construction requested the Department of Construction Infrastructure to advise and guide localities to review and inspect the drainage system of urban areas; inspect measures to ensure safety for technical infrastructure key works, urban technical infrastructure systems, and ensure the safety of the power grid operating to supply clean water to flooded areas.
The Department of Economics - Construction Investment Management is responsible for directing project management boards, investors, construction contractors, and related consulting units in the flood-affected areas to inspect and review all construction sites, promptly detect potential unsafe locations to have timely solutions; focus on completing construction items to the technical stopping point before the flood comes.
The locations of the old road expansion that are being exploited need to be urgently cleaned up, and machinery and equipment moved to the right places; not placed in locations with potential risks of collapse, landslides, deep flooding...
On the side of the Department of Construction of the provinces: Khanh Hoa, Gia Lai, Dak Lak, Lam Dong, the Ministry of Construction requested to proactively coordinate with units to divide and regulate traffic, ensure traffic, especially in the basins of Ba River (Dak Lak), Kon River (Gia Lai) and rivers in Khanh Hoa.
The Ministry also noted that the Department of Construction of localities should notify automobile transport business units to regularly monitor and update the situation of rain, floods and areas at risk of landslides and land subsidence on roads, and should have appropriate transport plans to ensure absolute safety of life and property for people and transport business vehicles when participating in road traffic; prepare plans to arrange vehicles to transport goods and passengers in case of an incident...
