Kinhtedothi - Hanoi People's Committee has issued Official Dispatch No. 4292/UBND-KTTH dated December 20, 2024 on the implementation of Resolutions of the City People's Council on the management and use of public assets under the management of the City.
Accordingly, to ensure the implementation of the Resolutions of the City People's Council on implementing regulations on management, use and exploitation of public assets in the Capital Law and the law on management and use of public assets in a timely, synchronous, unified and effective manner throughout the city, the City People's Committee requests Directors of Departments, Heads of departments, branches, organizations, units under the City, Chairmen of People's Committees of districts, towns to focus on directing the implementation of the following contents:
Organize propaganda and dissemination of the contents of the Resolutions of the City People's Council: No. 27/2024/NQ-HDND dated November 19, 2024, No. 28/2024/NQ-HDND dated November 19, 2024 and No. 35/2024/NQ-HDND dated December 10, 2024 to ensure that the subjects affected by the Resolution fully, accurately and promptly grasp the contents of the Resolution, and that the people, agencies, organizations and units under their management in the area understand and agree.
Proactively implement all authority, responsibility and power prescribed in the Resolutions of the City People's Council and be responsible to the City and the law for their decisions.
Publicity, transparency, and increased accountability in the implementation of the provisions of these Resolutions, the management and use of public assets by agencies, organizations, and units under their management; ensuring the rights of citizens, cadres, civil servants, public employees, and workers to know, give opinions, and inspect and supervise the implementation of the provisions of this Resolution.
Timely direct, guide, handle and resolve difficulties in the management and use of public assets of agencies, organizations and units under the management scope. In case of difficulties and problems arising in the implementation of Resolutions, synthesize and recommend the City People's Committee (through the Department of Finance) to submit to the City People's Council for consideration of amendments and supplements (when necessary).
Regularly inspect and supervise the management and use of public assets of agencies, organizations and units under management.
Annually or suddenly upon request, report on the management and use of public assets of agencies, organizations and units under management, send to the Department of Finance for synthesis and report to the City People's Committee.
Previously, the Hanoi People's Committee issued Official Dispatch No. 4081/UBND-KTTH dated December 5, 2024 on the general inventory of public assets at agencies, organizations, units and infrastructure assets invested and managed by the State, from 0:00 on January 1, 2025.
