To organize boarding meals for students in the area, the Chairman of the Hanoi People's Committee requested the Director of the Department of Education and Training to Education and Training, Chairmen of People's Committees of wards and communes strictly implement the direction in Plan No. 210/KH-UBND dated July 11, 2025 of the City People's Committee on strengthening food safety control in and around schools; Instruction No. 02/BCĐ-HD dated July 15, 2025 of the Steering Committee for Food Safety of Hanoi City.
The Director of the Department of Education and Training and the Chairman of the People's Committee of wards and communes shall select the most capable unit to best meet the requirements of providing food, food ingredients and meals for boarding meals within their management scope; organize boarding meals according to current regulations.
In addition, strengthen and regularly and suddenly inspect selected units providing raw materials and meals for boarding students in the management area; monitor and evaluate the organization of boarding meals for students, immediately suspend the provision of meals and processed food ingredients of the suppliers if violations are detected; promptly organize the selection of units that meet the replacement conditions; consider and handle the responsibility of school principals in the management area if violations occur.
The Director of the Department of Education and Training and the Chairman of the People's Committee of wards and communes shall be fully responsible to the Chairman of the City People's Committee if there are violations in ensuring food safety in school kitchens under their management.
The city's Departments and branches such as: Health, Industry and Trade, Agriculture and Environment, Education and Training, Finance, Police, Culture and Sports, Tax, based on their assigned functions and tasks, proactively strengthen state management to ensure food safety for boarding meals for students.
Units promptly inspect, detect, and strictly handle violations within their authority (if any), report to the city, and the City Food Safety Steering Committee reviews and directs matters beyond their authority according to regulations.
The Chairman of the City People's Committee will review and handle the responsibilities of heads of city departments, branches, and sectors, Chairmen of People's Committees of wards and communes who do not seriously implement the direction of the City People's Committee, Chairman of the City People's Committee, and the City Food Safety Steering Committee on organizing boarding meals for students under their management.
