On October 24, the State Duma (Russian lower house of parliament) approved the treaty on comprehensive strategic partnership between Russia and the Democratic People's Republic of Korea.
AFP news agency reported on October 24 that lawmakers in the State Duma voted 397 votes in favor and 0 votes against to approve the cooperation treaty between Russia and North Korea. The document will be submitted to the Federation Council (the Russian upper house) for approval.

According to the document, the two sides pledged to continuously maintain and develop the comprehensive strategic partnership, based on the principles of respect for each other's national sovereignty and territorial integrity, non-interference in internal affairs, respect for equality and the principles of international law. The two sides also emphasized the desire to establish global strategic stability and promote a fair multipolar international relations system.
The document states that if one side is attacked by an armed force, the other side will immediately provide military and other assistance, TASS reported on October 24. Russian Deputy Foreign Minister Andrey Rudenko stressed that the comprehensive strategic partnership treaty between Russia and North Korea does not threaten the security of other countries but focuses on defense issues.
Mr. Rudenko added that Moscow and Pyongyang pledged not to join an alliance against each other, nor to allow third countries to use their territories to violate the sovereignty, security and territorial integrity of the signatory parties. He said the treaty between Russia and North Korea also aims to stabilize Northeast Asia and reduce the risk of escalating tensions on the Korean Peninsula.
The Russia-North Korea Comprehensive Strategic Partnership Treaty was signed in Pyongyang (North Korea) on June 19 and presented to the State Duma by Russian President Vladimir Putin on October 14.
