Further strengthening the close, trustworthy and effective relationship between Vietnam and Russia
This official visit to Vietnam by the Chairman of the State Duma of Russia is one of the important foreign affairs activities, contributing to further consolidating the close, trustworthy and effective relationship between the two countries in general and enhancing cooperation on the parliamentary channel in particular, especially in the year when the two countries celebrate the 75th anniversary of the establishment of diplomatic relations .
Affirming that Vietnam always attaches importance to the traditional friendship and Comprehensive Strategic Partnership with Russia, National Assembly Chairman Tran Thanh Man suggested that the Russian State Duma strengthen cooperation and coordination with the Vietnamese National Assembly, especially sharing experience in implementing the "Smart Parliament" initiative.

The National Assembly Chairman also asked the Russian State Duma to complete the legal basis, support and assist agencies and organizations of the two countries to remove difficulties and obstacles, promote cooperation between the two countries in all fields, especially in economics - trade, investment, energy, science - technology, education - training, culture and people-to-people exchange...
State Duma Chairman V. Volodin affirmed that he and the Russian State Duma always support promoting all-round cooperation with Vietnam, and are ready, together with the Vietnamese National Assembly, to support the two countries in continuously expanding new mechanisms and directions of cooperation.
At the talks, the two sides expressed their willingness to coordinate more closely to continue promoting cooperation in the fields of economics, trade and investment, including effectively implementing the Free Trade Agreement between Vietnam and the Eurasian Economic Union.
The two sides acknowledged the positive results achieved in the energy - oil and gas sector, as well as in promoting cooperation in building nuclear power plants in Vietnam.
National Assembly Chairman Tran Thanh Man thanked the Russian State Duma for promptly ratifying agreements on cooperation in oil and gas exploration and exploitation in Vietnam and Russia, which were signed by the two sides during General Secretary To Lam's visit to Russia.
The two leaders agreed to deepen cooperation in the fields of humanities and education and training, including Russia training Vietnam in professions in which Russia has strengths and Vietnam has demand, and teaching Vietnamese in Russia and Russian in Vietnam.
Regarding parliamentary cooperation, the two sides agreed to support the two countries' professional agencies to continue expanding, deepening and diversifying contact forms to promptly exchange information and experience in legislative activities.
The two sides welcomed the National Assembly Agencies, Committees, and Friendship Parliamentarians’ Groups to increase exchanges, cooperation, and mutual support. At the same time, they will closely coordinate to provide legal support to help Vietnam-Russia cooperation develop smoothly, bringing benefits and practical results to the people of the two countries.
Deepening the Comprehensive Strategic Partnership between the two countries
On the same day, the fourth session of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the State Duma, the Russian Parliament, took place at the National Assembly House. The session was co-chaired by National Assembly Chairman Tran Thanh Man and Chairman of the Russian State Duma V. Volodin.

The two Presidents emphasized that the meeting took place in the context of Vietnam and Russia coordinating to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries in 2025 with many large and meaningful activities.
The two leaders agreed that the inter-parliamentary cooperation mechanism has become an effective cooperation channel, contributing to perfecting the legal corridor and promoting key cooperation areas in line with the interests of the two countries.
The two sides also affirmed that the organization of meetings of the Inter-Parliamentary Cooperation Committee on an annual rotational basis demonstrates the determination of the two countries' legislative bodies in consolidating, promoting and deepening the Comprehensive Strategic Partnership between the two countries.
At the end of the meeting, the two sides agreed to adopt a Joint Communique on the results of the fourth meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of Russia.
Accordingly, the two sides clearly defined the direction of inter-parliamentary cooperation between the two countries in the coming time, in accordance with the nature of bilateral relations and the needs of both sides in the new context.
