The District-level Center for Culture, Sports and Communication is a public service unit under the District People's Committee, with regular expenditures guaranteed by the State, has legal status, a seal and is allowed to open an account in accordance with the provisions of law.

The Center is under the comprehensive leadership and direction of the District People's Committee, and professional and technical guidance and inspection by the Department of Culture and Information, Department of Culture, Sports and Tourism , Department of Information and Communications, and relevant agencies and units.

The Center performs the propaganda function of the Party Committee and the district-level government; develops the cultural, sports, tourism and grassroots information activities; carries out local political , economic, cultural and social tasks. Provides professional guidance to people working in broadcasting, culture, sports and tourism at the grassroots level; organizes and provides public career services; meets the needs of cultural, artistic, physical education, sports and tourism activities; the need to receive information, improve people's knowledge, the need to create and enjoy culture of the people in the district.

The Provincial People's Committee also stipulates the tasks and powers of the center in the fields of culture, sports, grassroots information and other fields.

District-level Cultural, Sports and Communication Centers will be operational no later than January 1, 2025.
