NDO – At 6:00 a.m. on September 10, the water level of the Thai Binh River at Pha Lai (Chi Linh City) reached 5.02 m, 0.02 m above alert level II. It is forecasted that from September 10-11, the water level of the Thai Binh River will continue to exceed alert level II and rise. The Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province has issued alert level II on the Thai Binh River.

The Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province requests:

All levels, sectors and localities in the province deploy forces, carry out patrols and guard the dikes according to the alarm level, promptly detect and handle any damage to the dikes, embankments and culverts from the first hour. The People's Committees of districts, towns and cities, by implementing measures, immediately warn the authorities and people at all levels to proactively prevent.

For residential areas outside the riverbank (including in the area of the banks), proactively prepare a detailed and specific plan to evacuate people to a safe place when ordered to do so immediately, avoiding passivity, surprise, and delay leading to loss of life and major property damage.

Immediately move all materials, vehicles, equipment, and other assets outside the riverbank and on the river to ensure safety, and immediately harvest agricultural products outside the riverbank that are ripe.

For fish in cages on the river, immediately harvest the fish raised in the cages, move the fish cages to a safe place (including moving them into the fields or to the shore). In case of not being able to move, the cages must be reinforced to ensure safety. Implement solutions to protect aquaculture areas outside the riverbank, immediately clear construction material yards, coal trading, shipbuilding, and other obstacles outside the riverbank to ensure safety and escape river floods.

Deploy forces, strictly carry out patrol and guard work on the dike routes to ensure that each dike location has someone to check and take responsibility. Closely monitor the progress of the dike, paying special attention to key weak points, embankments, landslides, recently completed dike repair works, and sluices across the dike. Review the preparation of materials, means, and human resources according to the "four on-site" motto, ready to handle and respond to all situations, ensuring safety for the project.

Prohibit all vehicles from traveling on the dike during flood warnings, except for vehicles on duty to prevent floods and storms on the dike, strictly manage according to regulations. Organize the clearing of the dike roof and surface to ensure the effectiveness of dike patrol and guard work, detect leaks and damage. Check the closure of culverts under the dike.

Strictly implement regulations on closing and opening sluices under the dike during the flood season. Continue to implement the work of overcoming the consequences caused by storm No. 3 in the area according to the direction of the Provincial Party Committee, the Provincial People's Committee and the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue. Organize 24/7 on-duty and strictly comply with the reporting regime as prescribed.

The Chairman of the District People's Committee, heads of relevant departments, branches, agencies and units shall be responsible to the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, slow in responding to floods and storms, leading to untimely detection of construction incidents, causing serious incidents, causing great damage to people and property.
