The implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development is expected to add momentum and create opportunities for Hai Phong private enterprises to make a breakthrough in the new period.

Hai Phong is one of the key economic centers of the North and the whole country, where the private economy is developing dynamically with many businesses operating in various fields, making important contributions to economic growth and city budget revenue.

According to statistics, Hai Phong currently has about 27,000 businesses in operation. Of which, large businesses account for less than 1%; small and medium-sized businesses account for about 30%; the rest are micro-enterprises.

The contribution of the private economic sector in the period of 2020 - 2024 continuously maintained a rate of 40 - 45% of GRDP and accounted for over 60% of the city's total domestic revenue, demonstrating the particularly important role of the business community in Hai Phong's economic structure.

However, Mr. Tran Van Thang, Chairman of the Hai Phong City Business Association, said: “Currently, there are many associations, but the associations here are of a professional nature or are limited to a small locality, do not create a comprehensive policy, and cannot lead the entire ecosystem to develop synchronously. Some enterprises have achieved achievements over the past time mainly from themselves, with almost no support. Although accounting for more than 97% of the total number of enterprises, the private sector still faces many barriers in accessing resources and development space.”

In fact, the private economy has become one of the most important pillars of the Vietnamese economy, contributing to job creation, growth promotion and innovation. To fully exploit this potential, it is necessary to strongly innovate in thinking, institutions and synchronous policies, creating a favorable, transparent and equal business environment.

The Politburo has issued Resolution No. 68-NQ/TW on private economic development. The spirit of Resolution No. 68-NQ/TW is not only to develop the private economy but also to transform the entire business ecosystem towards modernity - transparency - sustainability. This is not only a strategic orientation but also a strong "lever" to unleash the potential and promote the internal strength of the private economic sector, a force that is increasingly playing a key role in the development of the Port City.

According to the survey, enterprises in Hai Phong all want to be supported and given incentives in terms of capital, high-quality human resources and to remove legal barriers to facilitate development and production expansion. The most important issues for enterprises are legal grounds, land and access to capital, in which capital needs to be supported with preferential interest rates and appropriate tax policies. When Resolution No. 68-NQ/TW is soon put into practice, enterprises will have a clear legal corridor and more favorable conditions for development.

Recently, Hai Phong City also drafted an action plan of the Standing Committee of the Hai Phong City Party Committee to implement Resolution No. 68-NQ/TW of the Politburo on private economic development.

This plan aims to create new momentum for the private economic sector in the city to develop at an accelerated pace and break through with a higher average growth rate, increasing its contribution to GRDP. The plan also promotes the increase in the number of private economic enterprises, focusing on increasing the number of innovative enterprises, technological innovation, digital transformation, green transformation; increasing endogenous capacity, participating more deeply in development programs, major national and city key projects, contributing to the city's economic growth target for the period 2026 - 2030 and the following periods.

According to Mr. Nguyen Ngoc Tu, Director of Hai Phong Department of Finance, the City clearly identifies the private economy as the most important driving force in the national economy and that of Hai Phong City. This is the pioneering force in developing science and technology, innovation and digital transformation, contributing to the successful implementation of the goals in Resolution No. 57-NQ/TW, as well as enhancing the potential, level of science, technology and innovation in the group of 3 leading provinces and cities in the country.

Accordingly, the draft action plan sets out specific targets such as: by 2030, Hai Phong (after merging with Hai Duong province) will have over 98,000 enterprises operating in the city. There will be at least 3 large enterprises participating in the global value chain. The average growth rate of the private economic sector will reach about 14.5 - 15%/year; contributing about 43 - 45% of GRDP; creating jobs for about 60 - 62% of the total workforce; labor productivity will increase by an average of about 9.5 - 10%/year. Contributing about 55% - 57% of the total domestic revenue budget.

Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, said that the city will soon develop a Resolution on the Action Program to implement Resolution No. 68-NQ/TW, specifying policies to support and encourage the private economic sector to develop rapidly and sustainably.

“Hai Phong City has directed and gone one step ahead, basically completing the Project to support small and medium enterprises, aiming to improve competitiveness and the ability to participate in the global value chain in the period of 2025 - 2030, with a vision to 2035. This is a pioneering step of the city's leaders, and there will certainly be outstanding, creative and practical mechanisms to support business development. Hai Phong City's leaders have determined that if they do not do it, then they will do it, they must do it properly, do it in a substantial and effective way. The city will accompany and provide maximum support for the team of entrepreneurs to lead businesses to develop, making a strong contribution to socio-economic development", Mr. Le Tien Chau affirmed.

Resolution No. 68-NQ/TW is not only a strategic orientation but also a powerful “lever” to unleash the potential and promote the internal strength of the private economic sector, a force that is increasingly playing a key role in the development of the City. From there, it contributes to realizing the aspiration to bring Hai Phong to develop rapidly, sustainably and reach international standards, entering a new era.
