The conference was held within the framework of the 3rd APEC Business Advisory Council (ABAC 3) Meeting Week from July 15 to July 18, bringing together top business leaders from 21 member economies to discuss key trade and investment issues in the Asia- Pacific region.

With a large scale and the participation of more than 1,000 delegates who are leaders of the Party, State; Central ministries and branches; City. Of which, there are about 250 international delegates, including ABAC members from 21 APEC economies , leaders of multinational corporations, financial institutions, research - innovation centers and international organizations.
In particular, the presence of Ambassadors from leading economies such as the United States, Germany, South Korea, Singapore, Japan... carried an important message, demonstrating support at the national level and being a guarantee of prestige, strengthening the confidence of investors.

Speaking at the opening of the Conference, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee affirmed: “The theme of the conference is not just a slogan but a vision, an aspiration, a consistent and continuous action strategy of our city. The city develops based on the pillars of science and technology, innovation, digital transformation, green transformation, inclusive development, leaving no one behind. Today's conference is a testament to the spirit of cooperation - innovation - action, a convergence of great ideas, strong commitments and breakthrough opportunities. Hai Phong is determined to develop on par with typical cities in Asia; become a modern international seaport city; an international economic, cultural, educational, training, scientific and technological center”.
Welcoming the conference, Mr. Pham Tan Cong, Chairman of the Vietnam Federation of Industry and Commerce, acknowledged the great efforts of Hai Phong city in supporting and accompanying businesses. The conference is a clear demonstration of the city's integration aspirations and strategic vision in affirming its position not only domestically but also in the region. VCCI believes that the conference is an opportunity for the government, investment promotion organizations and the business community to share openly, frankly and practically; and the signed cooperation agreements will create a framework for long-term, effective and mutually beneficial cooperative relationships.
Speaking at the conference, Minister of Finance Nguyen Van Thang highly appreciated Hai Phong City as the first locality in the country after the process of arrangement and merger to organize an investment promotion conference. This is an event of special significance in the context of Vietnam actively promoting the development of resources and promoting the quality of economic growth.

Minister Nguyen Van Thang said that the Ministry of Finance will closely coordinate with Hai Phong City to develop sustainably and strongly implement four key policies.
Firstly, promote the immediate and effective implementation of specific policies approved by the National Assembly in Resolution No. 226/2025/QH15 dated June 27, 2025.
Second, support Hai Phong to quickly build the Southern Hai Phong Coastal Economic Zone, which was approved by the Prime Minister to be established on December 4, 2024.
Third, successfully implement the pilot operation of Hai Phong Free Trade Zone with breakthrough policies, creating a premise for expanding this model in the process of building the Law on Industrial Parks and Economic Zones being studied by the Ministry of Finance.
Fourth, organize regional planning, connecting Hai Phong with newly rearranged localities with new potentials and advantages, and the economic triangle of Hanoi - Quang Ninh - Hai Phong. From there, promote cooperation with other countries, making Hai Phong a strategic gateway for global trade.
“We are committed to creating the most favorable conditions in terms of mechanisms, policies, as well as investment in infrastructure so that Hai Phong can continue to develop rapidly, sustainably, and be highly competitive on the regional economic map. We call on the domestic and foreign business community to increase investment in the city’s strategic areas, and work with local authorities to build a favorable, transparent, and sustainable investment ecosystem.
The Ministry of Finance and other ministries and sectors will accompany Hai Phong city to support and create favorable conditions for investors to do business effectively in Vietnam. I believe that, with the available foundations, strong commitment and determination, Hai Phong city will realize its development orientations, overcome challenges, seize opportunities, and cooperate towards the common prosperity of Hai Phong city in particular and Vietnam in general," the Minister affirmed.

Along with that is the Ceremony to announce and hand over Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city - a strategic decision, creating a new institutional foundation, contributing to making Hai Phong become the leading growth pole in the Red River Delta region.
Another impressive highlight of the Conference was the awarding ceremony of Investment Registration Certificates for 32 investment projects (15 DDI projects, 17 FDI projects) and 7 Memorandums of Understanding (MOUs), with a total committed capital of over 15.6 billion USD. The projects focus on key areas such as industrial park infrastructure development, seaport infrastructure - logistics, energy, high-tech manufacturing and urban development. These are driving projects, creating space for Hai Phong city to develop in the coming time.

Typical projects include: Investment projects to develop industrial park infrastructure in Tan Trao Industrial Park, Ngu Phuc Industrial Park, Binh Giang Industrial Park, Tran Duong - Hoa Binh Industrial Park (area A), Kim Thanh 2 Industrial Park (phase 1), Hoang Dieu Industrial Park, Thuy Nguyen Industrial Park, Tien Lang Airport Industrial Park (area B).
The project to build berths 9, 10, 11, and 12 at Lach Huyen Deep-water Port (Cat Hai Special Zone) costs nearly 1 billion USD to improve customs clearance capacity and affirm Hai Phong's position as an international logistics center.
Besides, there are high-tech projects such as Shin Et-su Rare Earth Factory (DEEP C 1 Industrial Park), Ready-built Factory Construction Investment Project for Lease (Dai An Industrial Park), JCV Corp Project (Trang Due Industrial Park), LS Metal Vina Factory Project (DEEP C 2B Industrial Park), Project of Jupiter Hai Phong Vietnam Supply Chain Management Joint Stock Company (DEEP C 3 Industrial Park), Project of DH Lighting Vina Co., Ltd. (Nam Dinh Vu Industrial Park)...
Complexes producing auto parts, renewable energy, smart cities and green logistics services such as the Project to produce spare parts and accessories for motor vehicles and engine vehicles of Hyundai Kefico Corporation (Dai An Industrial Park)... have also clearly demonstrated the orientation of shifting investment in depth and sustainability.
Speaking at the Conference, President Luong Cuong acknowledged and praised Hai Phong's remarkable development achievements in recent times, especially maintaining a double-digit GRDP growth rate for 10 consecutive years.

President Luong Cuong emphasized: “Vietnam is currently one of the bright spots of growth in Asia. With more than 786 billion USD in total import-export turnover in 2024, Vietnam is in the top 20 countries in the world in terms of international trade. Vietnam is also an attractive investment destination, with nearly 150 countries and territories investing in Vietnam. We have become an important link in the global production and supply chain. Hai Phong is the largest export gateway in the North, playing an increasingly important role in the regional network. We welcome investors from Asia, Europe, America and APEC economies who have chosen Hai Phong as the place to implement major projects - from supporting industries, electronics manufacturing, high technology, to innovation centers and smart logistics services”.
Hai Phong is a locality in the top group in terms of provincial competitiveness, administrative reform and green growth. The Hai Phong City Government has been accompanying businesses, strongly reforming administrative procedures, making processes transparent, improving service efficiency and investor satisfaction. All of these create a new image of Hai Phong - dynamic, integrated and developing smartly and sustainably.
“The Vietnamese government is committed to maintaining political stability, strongly reforming institutions, protecting the legitimate rights of investors, and enhancing connectivity – not only in terms of infrastructure, but also in terms of management, data, and human resources.
