Hai Phong City People's Committee has issued Plan No. 297/KH-UBND to strengthen propaganda, combat and handle violations of the law in the field of wildlife protection and aquatic resources.
The implementation of the plan focuses on improving management efficiency, tightening inspection and strictly handling illegal hunting, storing, transporting and trading of wild animals. The city also strengthens control of aquatic exploitation using banned chemicals, explosives, electric shocks and destructive fishing gear to protect natural resources. The message "No hunting - No consumption; Protect wild animals, migratory birds, protect aquatic resources" is deployed synchronously during the peak propaganda period.

The Hai Phong City People's Committee requests all levels and sectors to coordinate closely to ensure that all violations are detected and handled in accordance with regulations, without exception. Typical cases will be widely publicized to increase deterrence and raise public awareness.
The plan identifies four key groups of tasks: Directing and operating; propagating the law; collecting and identifying key areas; inspecting and handling. The city has established an interdisciplinary steering committee between the city police and the Department of Agriculture and Environment, headed by the Deputy Director of the city police. The steering committee will then establish interdisciplinary working groups to review, compile statistics, inspect and handle violations of the law.
The People's Committee of Hai Phong City requested the Department of Agriculture and Environment to preside over the review and make a list of organizations and individuals involved in hunting, captivity, transporting, and trading wild birds and migratory birds. The Interdisciplinary Working Group will simultaneously conduct inspections and raids, suddenly and unexpectedly, at locations and gathering places with signs of violations.
For the People's Committees of communes, wards and related Departments and branches, the People's Committee of Hai Phong city requests proactive coordination in inspecting and supervising the breeding of endangered, precious and rare species; wild animals; markets, illegal trading venues of wild birds and wild animal products; and protecting aquatic resources in the management area.
